Streamlined Country Diagnostic A combination of extremist violence, rapid demographic growth, and climate change create deep challenges for Niger as it continues to face major structural constraints. Niger is the second largest landlocked country in Africa, with vast areas of low population density. It is also among the world’s hottest countries and one of the most vulnerable to climate change.8 Its political settlement revolves around a small elite with personalized relations competing for access to rent, while the economy depends on factors fully or partly outside the government’s control, including weather patterns and global commodity prices. The country’s level of human capital is extremely low, with an important gender gap in economic assets and opportunities. Given limited fiscal resources, Niger is heavily reliant on external development financing to fund essential services, including social protection and health; but donor financing in fragile countries is unstable and may cause distortions. The 2023 military takeover is Niger’s sixth military-led regime change since achieving independence in 1960. The country has had six different constitutions and has faced two rebellions by Tuareg insurgents. After overthrowing President Mohamed Bazoum, the ruling military authorities, known as the National Council for the Safeguarding of the Homeland, installed General Abdourahamane Tchiani as President of Niger on July 28, 2023. Declaring that the country faced an urgent need to reaffirm its sovereignty against foreign influences interested in controlling the country for its strategic location and natural resources, the interim government announced an inclusive national dialogue to define the transition’s fundamental principles, priorities, and duration. However, this dialogue has not yet been completed. Activity by political parties has been suspended, the elected councils of local governments have been dissolved, and local leaders have been replaced by appointed military or civilian staff.9 In addition to triggering sanctions, the military takeover sharply curtailed access to external financing. Following the takeover, most donors suspended external development financing. ECOWAS and WAEMU banned trade in food, pharmaceuticals, and electricity; curbed financial transactions between Niger and other ECOWAS member states; froze government accounts at the regional central bank; and closed land and air borders. Niger also lost access to the WAEMU regional bond market. The sanctions negatively impacted the financial system, deterred private investment, and aggravated the already precarious financial situation of the state electric utility, NIGELEC, which reported losses of about US$25 million in 2023. Most sanctions were lifted on February 24, 2024, restoring the country’s access to regional financial markets and multilateral lending, but some lasting effects remain. A diplomatic dispute with Benin has delayed reopening a key trade corridor, and jihadist insurgency continues to destabilize western Niger. In 2023, Niger, Burkina Faso, and Mali formed the Alliance of Sahel States and withdrew from ECOWAS. 10 Niger’s economy depends heavily on rainfed agriculture and oil exports, which are both vulnerable and unpredictable, leading to volatile growth. The agricultural and livestock sectors, represent 38 percent of GDP and 11 percent of GDP respectively, employ 70 percent of the workforce, mainly women and youth, and are highly sensitive to frequent climatic shocks. Poor rainfall in 2021 reduced the sector’s growth rate to 1.4 percent growth, while good rains in 2022 pushed growth to 11.5 percent.
