Effective governance of migration requires careful consideration of context and policy choices to maximize positive impacts. Labor migration policies should be set according to country and region-speciﬁc contexts. Governments can use migration tools to align migration flows with labor market needs, national strategy and development goals. Labor migration policy encompasses the regulation and management of the mobility, recruitment, and employment of migrant workers, as well as their reintegration into the labor market upon return to their home country. Coordination among countries and key stakeholders, labor market monitoring and selection of appropriate labor migration regulating tools are all essential component of an efﬁcient labor migration policy. / Background A sizable portion of the global population is made up of migrants. Individuals migrate in search of employment, better economic prospects, education, or to reunite with family, while others flee war, oppression, conflict, or human rights abuses. Recently, negative impacts of climate change, natural disasters, and other environmental factors have become a contributing factor to migration.1 Such demographic shifts and economic, political, and environmental crises create incentives, known as push and pull factors (see figure 2), for individuals to migrate in search of better opportunities. This trend of cross-border migration presents both challenges and opportunities for policymakers of both sending and receiving countries. Labor migrants are the most prevalent type of migrants, and they are described as those admitted by the receiving state for the purpose of exercising an economic activity remunerated within the receiving country.2 Typ- ically, these migrants face limitations on their duration of stay and the type of job they can hold, and their dependents, if allowed to enter, are also classified as labor migrants. In fact, data from 2020 shows that nearly two-thirds of all international migrants were motivated by labor-related reasons,4 seeking employment in a new country.
