They expressed broad support for the World Bank Group’s Framework for engagement in Iraq, developed against a background of unique fragility challenges and uncertainty. They noted the long-term nature of WBG engagement and its alignment with the World Bank Group Strategy for Fragility, Conflict and Violence (2020–2025) and the Government of Iraq’s Reform Program, as framed in its White Paper. Directors supported the integrated flexibility of the CPF in its phased approach which allows to focus on urgent priorities, such as the COVID-19 response and vaccination efforts, while also putting in place the elements for medium-term reforms to help shape a more diversified economy through an enabling environment for the private sector, a more accountable and transparent public sector, and a focus on developing Iraq’s human capital. They underscored the need for a strong and involved Government to implement these economic reforms and tackle structural issues. Directors emphasized the importance of social protection, citizen engagement, gender equality and job creation for Iraqis who face high levels of poverty and deterioration of public service delivery, that have worsened during the COVID-19 pandemic and have especially affected women and youth. Directors also emphasized the threat that climate change poses to Iraq in terms of the waterenergy-food security nexus and commended the advanced preparation of the Country Climate and Development Report which could identify opportunities for pipeline engagements as well as regional cooperation on energy, water, trade and transport. Directors stressed the importance of the private sector to sustain economic diversification, create jobs and increase non-oil revenues through the cascade approach. They noted the key role to be played by IFC in attracting, financing, and mobilizing investments, as well as providing advisory services to promote private sector development and access to finance in Iraq. They also noted MIGA’s role in de-risking critical private investments into Iraq’s reconstruction and service delivery using its guarantee instruments. Directors noted the importance of continued collaboration between the World Bank Group and the International Monetary Fund teams on the reform agenda and encouraged continued emphasis on donor collaboration and partnerships. *This Summary is not an approved record.
