Public Disclosure Authorized Public Disclosure Authorized International Development Association: Crisis Facility 2.0 with a Special Program for Ukraine Recovery (SPUR 2.0) Chair Summary* May 28, 2026 Executive Directors approved the report and recommendations in the paper entitled “International Development Association: Crisis Facility 2.0 with a Special Program for Ukraine Recovery (SPUR 2.0)”and recommended that the Board of Governors adopts the IDA Crisis Facility Board of Governors Resolution in Annex 5 of the report. Mr. Morozov wished to be recorded as objecting. Directors appreciated the umbrella structure of IDA CF 2.0, which allows IDA to establish special programs for crisis response quickly and with flexibility. They noted that IDA21 resources are already being used to help IDA countries to respond to conflicts and crises through a combination of pre-arranged financing, portfolio management, and emergency response financing. This includes the use of uncommitted country allocations, available window resources such as the Crisis Response Window, and the Crisis Preparedness and Response Toolkit. Directors also noted that the framework can accommodate special programs for IDA countries if members determine there is a need, and upon consultation with IDA Deputies and Borrower Representatives and approval by the IDA Executive Directors. Directors welcomed the Special Program for Ukraine Recovery (SPUR 2.0) as the first program under IDA CF 2.0. They noted the significant financing needs for early reconstruction and recovery in Ukraine and the readiness of some donors to provide support. Directors highlighted IDA’s financial leveraging capacity and its operational presence on the ground, which position SPUR 2.0 well alongside complementary efforts from partners supporting Ukraine. They welcomed that the proposed fundraising timeline avoids overlap with the IDA22 Replenishment window. Directors encouraged Management to incorporate robust monitoring mechanisms to help mitigate balance sheet risks and safeguard IDA’s ability to support its core clients. Directors supported the inclusion of a sub-window to support private sector investments in Ukraine, following the operational, financial, and governance model and implementation arrangements of the IDA 21 Private Sector Window, as applicable. They agreed that its size should depend on the amount indicated by each donor for the sub-window, and should not exceed $300 million for IFC and MIGA combined, assuming a SPUR 2.0 envelope of $6 billion. Directors acknowledged the strong support expressed by contributing partners. They also welcomed that updates on the size of SPUR 2.0, including the private sector sub-window, would be provided during IDA Deputies’ Meetings and through the Quarterly Operations Update to the Board, based on subscriptions received. *This Summary is not an approved record.
