Institutio Oratoria by Quintilian presents a comprehensive framework for rhetoric as both theory and practice, guiding the education and moral development of the ideal orator from childhood to adulthood. Written around AD 95, it argues that effective speaking depends on justice and honorable character, with rhetoric serving the well-being of society. The work draws on prior authors while emphasizing Cicero’s influence, explores justice as inseparable from eloquence, and outlines early instruction, curriculum, and the classification of rhetorical arts.

INSTITUTIO ORATORIA BY QUINTILLIAN Quintilian's only surviving work is a 12-volume book on rhetoric called Institutio Oratoria (The Institutes of Oratory), written around 95 AD. It covers both the theory and practice of rhetoric, as well as the education and development of orators from childhood to adulthood. Another of his works, De Causis Corruptae Eloquentiae (On the Causes of Corrupted Eloquence), has been lost but was likely a precursor to ideas later expanded in Institutio Oratoria. Additionally, there are two collections of declamations, Declamationes Maiores and Declamationes Minores, that are sometimes attributed to Quintilian, though some scholars question whether they were actually written by him. Institutio Oratoria (The Institutes of Oratory) is a twelve-book guide on rhetoric written by the Roman teacher Quintilian around 95 AD. It covers both the theory and practice of rhetoric, with a special focus on the education and growth of orators. Quintilian argues that the ideal orator must first be a good person, and only then can they be a good speaker. He believed that a good speech should stay true to a message that is "just and honorable. " This idea became known as his "good man theory,"meaning that if a person is not genuinely good, they cannot be a good speaker for the people. Quintilian also emphasized that the purpose of an orator should be to serve the people and promote the well-being of society. Quintilian wrote Institutio Oratoria during the final years of Emperor Domitian's reign over the Roman Empire. Though Quintilian had worked with Domitian, he began to distance himself from the emperor's strict rule as he wrote his book. Despite Domitian's harsh leadership, he admired Quintilian’s dedication to education and appointed him to tutor his family. At that time, Domitian was in the most repressive phase of his rule, and few dared to express ideas that went against him. However, Quintilian spoke freely and continued to teach in the tradition of Cicero, something that had not been seen since the time of Augustus. Instead of focusing on legal speeches, Quintilian emphasized the broader impact of rhetoric in shaping the education of the people. In Institutio Oratoria, Quintilian refers to many authors before giving his own definition of rhetoric. He primarily defines rhetoric using Cato the Elder's idea of vir bonus, dicendi peritus, which means "the good man skilled at speaking." Quintilian also says that the ideal orator should be like a "Roman Wise Man. " He makes it clear that the orator is not a philosopher, because philosophers do not see itas their duty to actively participate in public life, which isan important part of Quintilian's view of the orator. Although Quintilian encourages imitation of past great speakers, he also stresses the importance of using that knowledge to create original ideas. The greatest praise in Institutio Oratoria is reserved for Cicero, whom Quintilian admires greatly:"Who can instruct with greater thoroughness, or more deeply stir the emotions? Who has ever possessed such a gift of charm?"Quintilian's view of rhetoric is similar to Cicero's, especially in terms of the importance of the speaker's moral character. Both Quintilian and Cicero believe that history and philosophy help an orator master style and expression. However, Quintilian places more emphasis on the orator's character, as well as theart of speaking itself. In Book II, Quintilian agrees with Plato's idea in the Phaedrus that a rhetorician must be just. Quintilian concurs with Plato that mastering rhetoric is impossible without understanding justice. Both philosophers share similar views on the inseparability of wisdom, goodness, and eloquence, as well as the moral aspect of rhetoric. They both argue that rhetoric should be connected to justice, which rules out the idea of rhetoric being neutral or morally indifferent. For both Quintilian and Plato, "speaking well" means speaking justly. In th
