The loan is on IBRD terms with a final maturity of 29 years, including a six-year grace period. Mr. Gorordo wished to be recorded as abstaining. Directors welcomed the Program’s aim to strengthen the institutional framework and infrastructure planning and delivery for inclusive and sustainable urban growth in Amaravati. They noted that the Program brings together the elements of the Evolution including speed, scale and quality as well as strong collaboration with partners such as the Asian Development Bank. They acknowledged the actions taken by the authorities to build effective institutions, catalyze jobs and livelihoods, and promote participatory community development under this program. Directors urged leveraging the private sector from the outset to help develop job opportunities and encourage economic growth on a timely basis. Directors noted the recent Request for Inspection and the complaints submitted through the World Bank’s Grievance Redress Service. Directors expressed their expectation that Management continues to work with the Inspection Panel to address complaints. Directors also noted the overall risk is rated as Substantial and appreciated the mitigation measures incorporated in the Program. They recognized the complexity of the Program and reiterated the need for active engagement with all stakeholders. They also encouraged expanding gender and social inclusivity and sensitivity in urban planning during implementation. They asked for close monitoring of risks, strong citizen participation, and support to the authorities in ensuring compliance with the Bank’s environmental and social policies. Management will keep the Board updated as needed.
