General considerations, scope setting and needs 1. Revised Humanitarian Programme Cycle Infographic NEW 1. Scope of Analysis – FSC general considerations • FSCs to be actively engaged in defining shocks and scope setting and ensuring that IPC/CH 3+ populations are reflected in the document. • FSCs to engage on HRP boundaries / prioritization of the response discussions and ensure a realistic planning for the FSC, ensuring that pockets of IPC 4 populations in IPC 3 geographic locations are included. • Work closely with both CLAs, ensuring alignment on the discussions at HCT and ICCG levels. • Advocate with CLAs, members, ensuring common messaging on needs and targets • Monitor: impact on people and communities of food security assistance. • Contact the global Food Security Cluster global coordinators (actively engaged in discussions at GCCG) and your geographic focal points if any red lines are crossed. Where there is a difference between the HPC’s scope and that of other key tools (e.g. the IPC) in any country context, a standardized text box will be added to the HNRP which acknowledges the differences in scope and highlights the overall figures of severe food insecurity (IPC/CH Phase 3 or above) . For example: “The HPC People in Need figure includes people in need of humanitarian assistance within the geographic scope of the crisis. The Integrated Phase Classification/Cadre Harmonisé in [xxx country] covers the entirety [or xxx coverage] of the country and has found that xxx people are high levels of acute food insecurity (i.e. are in IPC/CH Phase 3 or above) .” 1. Scope of Analysis The scope setting: an analysis of shocks will be undertaken by each country. HPC 2026 guidance provides the four ‘core’ shocks: 1. Conflict, violence coercion and deliberate deprivation 2. Natural disasters/climate related/geological shocks 3. Epidemics 4. Plant and animal pests and diseases In addition: a) areas receiving/hosting high number of displaced people, b) facing mortality and severe acute malnutrition and c) exceptionally acute economic shocks, can be considered. Boundary setting is not in the HPC guidance Question? 2. Response planning
