Bill H. R. 3854 authorizes the Coast Guard to issue a certificate of documentation for the vessel Oliver Hazard Perry with a coastwise endorsement. It establishes findings describing the ship’s status as Rhode Island’s flagship, its size and civilian educational mission, and its namesake’s role in the War of 1812. The bill permits the Coast Guard Secretary to issue the endorsement despite a Jones Act waiver provision, but it terminates the endorsement upon sale to unrelated owners, non-U.S. rebuilding, or when the vessel stops operating primarily as a sailing school or educational sailing vessel.
