Public expenditures are inefficiently allocated and often regressive, disproportionately benefiting urban populations rather than supporting inclusive growth. Weak public financial management further constrains fiscal policy effectiveness. Limited budget credibility, poor public investment management, and insufficient transparency—particularly in state-owned enterprises and mining revenue governance—undermine the efficient use of public resources. While the previous CPF period yielded progress in tax administration and procurement transparency, SOE oversight and systematic project appraisal reforms remained limited. As Guinea prepares to scale up mining revenues, particularly with the expected launch of the Simandou project, strengthening fiscal institutions and improving the efficiency and transparency of public spending is both urgent and time bound. A missed window risks locking in fiscal fragility even as resource revenues rise. Beyond stability, stronger domestic revenue mobilization, combined with more efficient public spending, is expected to generate significant employment gains and deliver a broader development dividend.
