The World Bank Group (WBG) Country Partnership Framework (CPF) seeks to enhance employment opportunities, arriving at a pivotal time as Guinea prepares to benefit from Simandou iron ore mine exports. 1 The CPF is closely aligned with the government's 15-year development plan,"Simandou 2040”, 2 which aims to leverage mining resources to promote growth in non-mining, employment-intensive sectors. Guinea must generate 1.5 million jobs by 2030; however, between 2021 and 2024, the country averaged only 121,000 new jobs annually. With the commencement of exports from Simandou along with its endowment in natural and energy resources,3 Guinea has a unique opportunity to leverage its mineral resources for diversified, employment-driven economic growth. This approach broadly aligns with the WBG’s 3-5-9 Jobs Framework4 and incorporates WBG insights demonstrating that sustainable prosperity from mineral wealth is achieved through robust institutional frameworks, prudent fiscal policies, and strategic investment in human capital and productive systems. 2. Guinea’s notable mining expansion has not resulted in significant job creation. Real GDP growth averaged 6.5 percent from 2016 to 2024 (3 .8 percent per capita), supported by favorable global demand for Guinea’s bauxite and gold exports. Despite achieving lower middle-income status in 2023, this growth has contributed minimally to poverty reduction and employment opportunities. Poverty continues to be prevalent at 28.4 percent (2024 lower-middle income poverty line), with economic gains largely bypassing rural regions, where 80 percent of the poor live.
