The Global Partnership for Social Accountability (GPSA) is governed by the GPSA Steering Committee (SC), which provides overall strategic guidance to the Program and approves GPSA grants. The SC has a balanced representation of 10 members, including: (a) three donor partners (two sovereign donors and one foundation representative); (b) three civil society organizations (CSOs) (one representative from a Part-I country and two from Part-II countries); (c) three developing country governments that opted into the GPSA; and (d) the World Bank, which co-chairs the SC permanently with a representative of the three constituencies on a rotating basis. 2. The GPSA Board Paper (R2012-0063/1 [IDA/R2012-0080/1]) provides that government members to the SC will be selected by the World Bank’s Board of Executive Directors (page vi, para. 8) .1 These members will be selected from Regions with most participating countries in the GPSA, to ensure equitable opportunity for representation of the Regions (page 17, para. 42) . Eligible government members from GPSA participating countries will be invited to present their nominations to serve in the GPSA SC in an institutional capacity. II. Background 3. The GPSA was established as a Multi-Donor Trust Fund by the World Bank Board of Directors per resolution No. IBRD 2012-0002/No. IDA 2012-0001 in 2012, to respond to a growing demand for social accountability to enhance beneficiary voices in development. Building on the World Bank’s Civil Society Fund and consistent with the Governance and Anticorruption (GAC) Strategy,2 and Guidance Note on Bank Multi-Stakeholder Engagement,3 GPSA was designed to contribute to country-level governance reforms and improved service delivery, by: (a) generating knowledge, networking and financing to build civil society’s capacity to engage in evidence-based social accountability; (b) supporting Bank teams and government counterparts in embedding social accountability more strategically in their development programs; and (c) drawing on experience, knowledge, and resources of external partners to enable the Bank to scale up its engagement in social accountability. 4.
