Public Disclosure Authorized Public Disclosure Authorized May 24, 2023 FY24 Per Capita Income Guidelines for Operational Purposes The per capita Gross National Income (GNI) guidelines covering the Civil Works Preference, IDA Eligibility, IBRD Terms, and the initiation of IBRD graduation process are updated every year, based on the annual rate of change of the SDR deflator [see President’s Memorandum to the Executive Directors dated September 27, 1983 (SecM83- 924)]. Per capita GNI data (Attachment 1) for borrowing member countries for 2022 have been prepared in accordance with the procedures described in SecM2000-625.
