Exhibit 5 - Design Drawings

Oct 28, 2026

Exhibit 5: Design Drawings presents design standards and supporting drawing references for the Dunkirk Natural Gas Pipeline Project. It describes the proposed pipeline scope, including a new 16-inch buried pipeline and associated facilities, and explains design compliance with applicable federal and state safety requirements. The document details construction approaches such as direct burial trench installation and HDD or jack-and-boring for sensitive crossings, and summarizes right-of-way and temporary work space widths. It also lists key figures, including trench, cross-section, metering/regulating station, valve, marker post, and access road details.

The proposed natural gas pipeline line will be located in newly acquired rights-of-way. The proposed route is described in detail in Exhibit 2 and depicted in Figure 2-1 (Sheets 1 through 2) . 5.1.2 Pipeline Construction Standards The design of the natural gas pipeline will be done in accordance with applicable national and state codes and regulations. The most significant regulation is the United States Department of Transportation (“USDOT”) Safety Standards as set forth in Title 49, Part 192 (“Part 192”) of the Code of Federal Regulations (“CFR”) . This code specifies minimum safety requirements for pipeline facilities and the transportation of gas, including pipeline facilities and the transportation of gas. In addition, the pipeline routing and engineering design will adhere to reflect minimum clearances as required by the adjacent electric transmission lines and railroads. The natural gas line will consist of a 16-inch diameter coated buried steel pipe and will be tested to a Maximum Allowable Operating Pressure (“MAOP”) 760 pounds per square inch (“psi”) . The pipe will be installed via direct burial in an open trench that is approximately two feet wide and four feet deep. Typical trench details are provided as Figure 5-1 (Sheets 1 throug

FAQs

What does Exhibit 5 cover for the Dunkirk Natural Gas Pipeline Project?

Exhibit 5 covers design drawings and design standards supporting the proposed natural gas pipeline and associated facilities, including descriptions of construction standards and referenced figures.

How is the pipeline typically installed, and when are alternative methods used?

The pipeline is designed for direct burial in an open trench; protected or sensitive crossings (such as the New York State Thruway crossing, stream crossings, rails, and other obstacles) use methods like horizontal directional drilling (HDD) or jack and boring.

What right-of-way widths are described in the exhibit?

The permanent right-of-way can be up to 50 feet wide, while the temporary construction right-of-way typically is 85 feet wide and may be reduced to 75 feet in forested areas and when crossing wetlands and streams.
