Public Disclosure Authorized Public Disclosure Authorized Ethiopia Response-Recovery-Resilience for Conflict-Affected Communities in Ethiopia Project Chair Summary* April 12, 2022 The Executive Directors approved a proposed grant in the amount ofSDR 215.1 million (US$300 million equivalent) for the Response – Recovery – Resilience for Conflict-Affected Communities in Ethiopia Project on the terms and conditions set out in the President’s Memorandum. Directors underscored the importance of the project to complement humanitarian efforts; reach the vulnerable – including women and girls, and support an inclusive recovery for the country, welcoming the government’s commitment to reach all Ethiopians. They welcomed that the World Bank Group (WBG)’s people-centered approach to engaging with Ethiopia aligns well with overall WBG priorities, particularly its Strategy for Fragility, Conflict and Violence. While recognizing the high incidence of conflict, Directors noted the importance of engaging with the country at this crucial time. Directors agreed that the WBG’s pro-active engagement via this project was appropriate notwithstanding the high and evolving contextual risks. Directors encouraged greater efforts in supporting the needs of conflicted-affected and displaced persons and addressing the drivers of conflict by rebuilding community infrastructure for basic service delivery, promoting social cohesion, addressing the high risk of Gender-Based Violence, and supporting climate adaptation. Directors appreciated the project’s adaptive approach to addressing implementation risks, including the use of third-party entities in areas of high risk of conflict. They emphasized the need for close oversight and monitoring of progress, particularly on fiduciary and ESF aspects, as well as close coordination with humanitarian and development partners in the country. Directors also welcomed the efforts of the operation to ensure inclusiveness in all project activities and appreciated the flexibility introduced in project design.
