Human Capital and its Measurement Human Capital is the combination of the knowledge, skills, health, and resilience that people invest in and accumulate throughout their lives. By building these up, people can be more productive, flexible , and innovative. As the 2019 World Development Report “The Changing Nature of Work” highlighted, markets are seeking workers with higher levels of human capital; this includes advanced cognitive skills such as complex problem-solving, socio-behavioral skills such as teamwork, and skill combinations that are predictive of adaptability such as reasoning and self-efficacy. Crucially, in the transition towards both a digital and green economy, human capital is important because there is now a higher premium on adaptability.1 The Human Capital Index (HCI) conveys the productivity of future workers, compared to a benchmark of complete education and full health. It measures the human capital that a child born today can expect to attain by age 18. The index is made up of five indicators: (i) survival, as measured by the under 5 mortality rate; (ii) the expected years of schooling; (iii) harmonized test scores as a measure of the quality of learning; (iv) health as indicated by the rate of stunting under 5, and (v) the adult survival rate (the fraction of 15-year olds that will survive to age 60) . These health and education indicators are combined to give an estimate of future worker productivity using rigorous macroeconomic evidence.2 Egypt’s HCI score is 0.49. This means that a child born today will be 49 percent as productive as she could be, if she had access to complete education and full health.3 Egypt’s slow improvement in the HCI from 0.48 in 2010 to 0.49 in 2020 is largely a result of it having school test scores that are lower than in most comparator countries. Also, a sizeable fraction of people are not employed (59 percent), or in jobs in which they can fully use their skills and cognitive abilities to increase their productivity. The Utilization-adjusted Human Capital Indices (UHCIS) adjust the HCI for labor-market underutilization of human capital, based on the fraction of the working age population that are employed, or are in the types of jobs where they might be better able to use their skills and abilities to increase their productivity (“better employment”) . While the HCI for girls is slightly higher (0.51 versus 0.49), the basic UHCIS for women is significantly lower than that for men (0.09 versus 0.30) and is driven by lower female labor force participation.4 1 World Bank (2019) .
