Public Disclosure Authorized Public Disclosure Authorized Dominican Republic Country Partnership Framework FY 22-26 Chair Summary* March 29, 2022 The Executive Directors discussed the joint IBRD/IDA/IFC/MIGA Country Partnership Framework (CPF) for the Dominican Republic for FY22-26 and commended the CPF’s focus on strengthening service delivery, human capital development for growth and jobs, and climate action. Directors recognized the divergence in development outcomes warrants a strong partnership between the WBG and other development partners over the medium term, in areas where deeprooted reforms are still needed. They expressed concern with the still relatively weak governance environment in the country and stressed the need to ensure the authorities’ commitment to sustaining critical reforms in these areas, particularly in the electricity sector. They called for continued WBG engagement in governance and institutional areas, consistent with the CPF HighLevel Objectives and where the WBG’s comparative advantage is clear and can lead to results. Directors highlighted the need for a systematic analysis of the country’s institutional gaps that will help sharpen CPF interventions throughout the CPF period and help correct the course at the Progress and Learning Review stage. Directors also welcomed the systematic integration of gender across engagements and sectors. They highlighted the need for strong WBG engagement in supporting low-income groups, enhancing public finance management, promoting domestic resource mobilization, as well as strengthening climate resilience and forest protection. Recognizing the CPF’s alignment with the Green, Resilient, and Inclusive Development (GRID) approach, Directors also stressed the need to continue supporting energy diversification while promoting the implementation of energy efficiency measures to reduce GHG emissions. Directors encouraged greater support for the digital economy agenda. Directors appreciated the World Bank Group approach and exhorted both the IFC and MIGA to seek opportunities to enhance the country’s productivity and foster the creation of better-paid jobs. They also called for closer collaboration between development partners.
