Script in bold italics generally reflect specific Cork County Council policy. Cork County Council is seeking to foster coordination and consistency in the design, provision and maintenance of high quality street lighting throughout Cork County rural and urban areas. It seeks to avoid unnecessary and wasteful overlighting by ensuring that designs are completed for all new installations by a competent person using all available Lighting Design technology. Lighting is a highly valued and visible asset with the potential to make a significant contribution to the wider community in terms of accessibility, security and the fostering of commercial activities. This Manual has accordingly been developed to provide a stimulus to the pursuit of continuous improvement and the flexibility to evolve with improving technology. Cork County Council has achieved ISO 50,001 status on energy management and a key cornerstone of energy reduction is the gradual introduction of lower energy public lighting units across the county. Towards this end, Cork County Council policy requires the use of LED lighting on all new general public lighting schemes, inclusive of new housing estates. All new schemes are to be designed by a competent public lighting design professional, using appropriate software, incorporating the use of low energy, high quality recognised lantern brands, acceptable to the Cork County Council’s Public Lighting Department and meeting the appropriate standards. All Street Lighting Schemes must meet the requirements of 􀁸 CEN code of practice EN 13201-1: 2015 􀁸 CEN code of practice EN 13201-5:2015 relating to Energy Benchmarking 􀁸 BS5489: 2013 (and any future updates to these documents) . 􀁸 I.S. 10101:2020 and ET211:2003 . 􀁸 ESB National Code of Practice for Customer Interface 4th Edition 200816 ( [http://www.esb.ie/esbnetworks/en/downloads/national_code_of_practice.pdf](http://www.esb.ie/esbnetworks/en/downloads/national_code_of_practice.pdf) ) Cork County Council wishes to p

FAQs

What is the purpose of the Cork County Council public lighting manual?

It outlines Cork County Council policies and provides guidance on designing a sustainable, energy-efficient public lighting network. It supports coordination and consistency for street lighting across Cork’s rural and urban areas.

What energy-reduction requirements does the manual set for new lighting schemes?

The manual requires the gradual introduction of lower-energy units and mandates LED lighting for all new general public lighting schemes, including new housing estates. It also promotes efficient optics to minimize light pollution and encourages electronic control gear with factory set dimming where appropriate.

Which standards must street lighting schemes meet?

New street lighting schemes must meet requirements including CEN code of practice EN 13201-1:2015 and EN 13201-5:2015, BS 5489:2013, and I.S. 10101:2020, along with other referenced national guidance and codes of practice relevant to electrical and customer interface arrangements.

What additional lighting design scope is required for new developments?

Lighting design for new schemes and modifications must include upgrading junction lighting from the public road, not only internal development lighting. It also requires connectivity of lighting from the development toward the town or village nucleus to ensure continuity of illumination.
