Congress fails to resolve a major budget impasse and adjourns for the year, delaying a plan to trim the Guaranteed Student Loan (GSL) program by $806 million over three years. The provision would require lenders to issue multiple loan disbursements, recall $75 million in state agency advances in fiscal 1988, and disqualify students in default from further aid. The measure is supported by House and Senate conferees on Dec. 11, but conferees remain divided over other budget reconciliation provisions tied to H.R. 3128.

CONGRESS ADJOURNS WITHOUT PASSING PLAN TO TRIM GUARANTEED STUDENT LOANS

Tuesday,December 24,1985 Vol.13,No.248 # CONGRESS ADJOURNS WITHOUT PASSING PLAN TO TRIM GUARANTEED STUDENT LOANS Congress despaired of breaking the impasse on a major budget measure and ad-journed for the year late Friday, putting off passage of a provision trimmingthe Guaranteed Student Loan(GSL)program by $806 millon over three years. The plan, which would require lenders to make multiple loan disbursements, recall $75 million in state agency advances in fiscal 1988 and disqualifystudents in default from further financial aid,was approved by House andSenate conferees Dec.11(HED,Dec.13)。 But conferees remained at loggerheads over other provisions in the budgetreconciliation measure of which it is a part,H.R。3128. Through assorted spending cuts and revenue-raising strategies,H.R。3128 wouldraise $74 billion over three years for the federal government. The higher education community has supported the reconciliation plan agreed toin committee。"It is reasonable,"said Charles Saunders, the American Counci1on Education's vice president for governmental relations."It makes the cutsin areas that will not directly affect students." When it returns Jan.21 from its holiday recess,Congress may go back toconference on the budget reconciliation measure, which came unhinged lateFriday because of disputes about funding the Superfund hazardous waste cleanupprogram。 But observers say the decision to forestall budget reconciliation until nextyear may have killed the measure.--Deborah L.Gold # GIRLS WHO PLAYED IN COED GROUPS LIKELY TO BECOME SCHOOL ATHLETIC LEADERS Women athletes who,as children, played regularly with boys are more likely toattain leadership positions in college sports than those who didn't,accordingto a new study. "The choice of childhood playmates apparently exerts an extremely powerful in-fluence on body image,on the likelihood that girls and women will engage in orattain leadership positions in organized sports at every level, from pre-highschool through college, and on adult interest in sports participation,"says"The Miller Lite Report on Women in Sports,"commissioned by the Miller BrewingCo.in cooperation with the Women's Sports Foundation(WSF)·(more) December 24,1985 # GIRLS WHO ELAYED IN COED GROUPS LIKELY TO BECOME ATHLETIC LEADERS(Cont.) Based on a survey of 1,682 women who participated in varsity athletic competi-tion at either the high school or college level, the report finds that athlet-ic women under the age of 25 are more comfortable than previous generations inparticipating in sports with men. Eight of 10 women surveyed prefer to compete in sports with others of the sameskill level, regardless of gender, increasing the popularity of coeducationalsports, the study said. Women also have gained confidence in their own identities and abilities,ena-bling them to compete in coeducational sports, the study finds. Contact Sports ApprovedNearly three-quarters of those responding agreedthat girls should be allowed to play contact sports, the study says.Of thatgroup, those women who were most in favor are young--25 and under--are not col-lege graduates and are less likely to have played varsity sports in college ifthey had attended. The report also finds that 91 percent of those surveyed agree that participa-tion in racially mixed groups reduces prejudice, and 80 percent believe thatTitle IX of the Education Amendments of 1972,which protects the rights of wo-men and girls in educational programs or activities,"has been very or some-what successful." Surprisingly enough, the study notes, given the ability of parents to steertheir children in desired directions, direct parental involvement "has rela-tively little relation either to organized sports participation in the teensand twentles,or to different levels of adult sports participation." Unrelated To FemininityAn overwhelming majority,94 percent of thoseresponding,"disagree that participation in sports diminishes femininity,"thesurvey says. The st
