I. Executive Summary i. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF) for Haiti, fiscal years FY16–19, and updated in the Performance and Learning Review (PLR) dated May 31, 2018, which extended the CPF period by two years to FY21 . All ratings in this CLRV reflect the CPF period, ending in June 2021. However, to give a broader context to this analysis and inform lessons for the future, this analysis at times refers to country developments through June 2023 . Country conditions significantly deteriorated in 2024 which is beyond the scope of this CLRV. Strategic Relevance and Alignment with WBG Corporate Goals ii. Haiti has consistently been on the Bank’s list of fragile, conflict and violence situations.1 According to the 2015 Systematic Country Diagnostic (SCD), the root of Haiti’s fragility is a broken social contract. Related factors that contribute to the country’s “crisis-fragility trap” include vested interests, political instability and violence, very weak central government capacity, and vulnerability to natural disasters. IEG finds that the CPF program was too broad in scope for a country with significant, longstanding fragility, conflict, and capacity constraints. The program hada broad-ranging set of objectives and interventions inconsistent with Haiti’s capacity–– with 11 objectives that would have challenged administrative capacity even in a less fragile environment.2 While it was in line with the priorities set forth in the SCD and government strategy––with an overall goal to help Haiti achieve more inclusive and sustainable development and growth, with a strengthened resilience to disasters––the program lacked an explicit WBG strategy for addressing the drivers of fragility and conflict. Many new operations were approved during the CPF period that were not connected to the legacy portfolio and which substantially broadened the scope of the program, including on issues that were not FCV-related. Twenty-four new projects were approved during the CPF period, for US$800 million; of which, nine were additional financings (for US$194 million). New operations included, for instance, productive landscapes, digital transformation, air transport connectivity, and urban development. iv. The WBG program aimed to address many of Haiti’s development issues but could have focused more on reducing the drivers of conflict and violence. The CPF design led to a situation in which the WBG supported provision of certain public services, such as education and health, in some geographic areas and job creation in others. Yet these were not linked to an over-arching strategy aimed at restoring trust between citizens and government and reducing violence.
