I. Executive Summary i. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), fiscal years (FY) 17-22, and updated in the Performance and Learning Review (PLR) dated May 7, 2021, which extended the CPF period by one year to FY23 . ii. The WBG’s overarching goal for the CPF period was to help renew Jordan’s social contract and promote economic and social inclusion. To this end, the WBG adopted a two-pronged approach aimed at addressing Jordan’s immediate needs while maintaining a focus on policy reforms needed for growth and job creation over the medium term. The CPF had two focus areas: Fostering the conditions for stronger private-sector-led growth and better employment opportunities for all; and improving the equity and quality of service delivery. The PLR, which was undertaken quite late – almost five years into the CPF period-added a third focus area: COVID-19 pandemic – supporting an effective response and resilient recovery. The CPF was consistent with the Government’s priorities and with the analysis in the 2016 SCD. iii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the eight objectives, seven were Mostly Achieved and one Partially Achieved. Focus Area I (Fostering the conditions for stronger private sector-led growth and better employment opportunities for all) was Moderately Satisfactory, with two objectives Mostly Achieved and one Partially Achieved. The increase in the number of work permits for Syrian refugees exceeded the target, the percentage of government payment services enabled for digital payment increased significantly, as did the amount of private equity capital mobilized for innovative startups, and there was an increase in the female work force participation rate, but a low number of trained beneficiaries reporting new income opportunities. Focus Area II (Improving the equity and quality of service delivery) was Moderately Satisfactory, with all three objectives Mostly Achieved. The electricity tariff cross subsidy was reduced by 20 percent, and the number of Jordanian and Syrian refugee children enrolled in target schools almost reached its target, but no KG2 quality assurance system has been finalized yet. The number of municipalities with capital investment plans exceeded the target. Focus Area III (COVID-19 pandemic – supporting an effective response and resilient recovery) was Moderately Satisfactory, with both objectives Mostly Achieved. The target was fully met for the number of households receiving cash support through the emergency cash transfer project, and the reduction of CO2 equivalent emissions from renewable energy far exceeded the target, but no jobs were created in the agri-food sector. iv. This growing Bank program achieved good results from IEG-validated projects, but modest institutional and policy improvements. The program supported governments efforts to extend support to Jordanians and Syrian refugees alike. The WBG deployed IFC interventions across all three CPF pillars, especially in business environment, energy, health, and access to finance. v.
