I. Executive Summary i. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), FY18-23, and updated in the Performance and Learning Review (PLR) dated April 27, 2022. ii. The CPF was relevant to the country’s development challenges. The CPF program focused on three areas: Fiscal consolidation and government effectiveness; Private sector investment and productivity growth; and Inclusive and sustainable development. These focus areas were closely aligned with government priorities (before and after the 2018 change in government), and with the three priorities identified in the 2015 SCD – which the 2023 SCD Update found still to be valid. Only one of the ten CPF objectives was oriented directly towards the poor: Objective 9 for the promotion of socioeconomic development of small rural producers and to protect vulnerable groups. There were only a few gender indicators in the results framework, but the CLR indicates that gender focused IBRD financing reached US$4.2 billion across 29 projects. iii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the ten objectives, one was Achieved, six Mostly Achieved, and three Partially Achieved. Focus Area I (Fiscal consolidation and government effectiveness) was Moderately Satisfactory, with one objective Achieved, two Mostly Achieved, and one Partially Achieved. Fiscal stability improved, as was the financial stability of the pension system. Learning scores improved only modestly. Focus Area II (Private sector investment and productive growth) was Moderately Unsatisfactory, with one objective Mostly Achieved and two Partially Achieved. The average time to release imported goods was reduced sharply, while the proportion of directed to total credits was reduced by 15 percentage points – better than targeted. IFC advisory services were able to mobilize private financing for infrastructure PPPs though there were no direct IFC PPP related investments as envisioned in the CFP. Focus Area III (Inclusive and sustainable development) was Moderately Satisfactory, with three objectives Mostly Achieved. There were increased areas under environmental protection in the Amazon and coastal/marine areas, increases in urban areas using green and more efficient transport (in Sao Paulo and Rio de Janeiro), and increases in traditional communities with improved livelihoods. However, there was only one sector (agriculture) for which a specific NDC implementation plan was designed and adopted, and the number of people with improved urban living increased far less than targeted. iv. On balance, IEG rates WBG performance as Good. The WBG program sought to address major development challenges for Brazil, and these were in line with government priorities and the conclusions of the SCD. The results framework was clear but narrow in scope. In several cases, indicators did not cover the breadth of the associated objectives. Both the Bank and IFC delivered large knowledge programs during the CPF period, with five indicators supported only by Bank ASAs. The CPF risk ratings were largely appropriate, and with adequate mitigation measures for the identified risks, but Environmental and Social risks were under-estimated– something rightly corrected at the PLR stage.
