I. Executive Summary i. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Strategy (CPS), fiscal years (FY) 15-22. The Performance and Leaning Review (PLR) of October 22, 2018, extended the original CPS period (FY15-19) by two years through FY21. Subsequently, the CPS period was extended further through FY22 due tothe COVID-19 pandemic (as WBG country strategies ending during FY20 and FY21 were granted a one-year waiver to go beyond the completion date). ii. The CPS objectives were aligned with government strategies and the country’s major development challenges as confirmed in the subsequent Systematic Country Diagnostic (SCD) of FY23 . The overarching goal of the CPS program approved in FY15 was to support Suriname’s efforts to promote a more sustainable, inclusive, and diversified growth model through two areas of engagement: Creating a conducive environment for private sector development; and reducing vulnerability to climate change-related floods. These two areas were pursued through six objectives that focused on institutional and process outputs. None of the six CPS objectives addressed greater inclusion or poverty reduction directly. The structure of the program was maintained atthe PLR. The 2023 SCD identified one key cross-cutting challenge (weak governance andinstitutions) and four high-level objectives (inadequate allocation of revenues, investment in human capital, job creation through a thriving private sector, and protection of forests and the environment with adaption to increasing flood risks) . iii. Most indicators of the results framework were of modest ambition, and all addressed outputs rather than outcomes. These were considered difficult to achieve due to weak government capacity and limited ownership and given the 30-year hiatus in relations between the Bank and Suriname. iv. IEG rates the CPS development outcome as Unsatisfactory. Of the six objectives, one was Achieved, one Mostly Achieved, two Partially Achieved, and two Not Achieved. It is noted that the Government’s priorities shifted during the CPS and there was no track record of working with the Bank. • Focus Area I (Creating conducive investment climate for economic growth) was rated Unsatisfactory: one objective Achieved, two Partially Achieved, and two Not Achieved. Two laws were enacted to advance investment climate reforms, but only three of 11 listed companies were International Financial Reporting Standards (IFRS) compliant as of December 2021. New financial sector guidelines were only adopted in 2023, after the end of the CPS period. There was no progress with the adoption of Strategic Environmental and Social Assessment (SESA) within the CPS period, and progress on strengthening institutional capacity to facilitate private sector development was limited. • Focus Area II (Reducing vulnerability to floods) was rated Moderately Satisfactory, with the one objective (with one indicator) Mostly Achieved. The Bank approved the Saramacca project (2019), now under implementation. v. IEG rates the WBG performance as Fair. The WBG’s overarching goal was appropriate, and the original two areas of engagement were largely maintained in the PLR. However, the objectives focused on institutional and process outputs, with indicators that were process and output-oriented (rather than addressing outcomes) .
