Executive Summary<br>i. This report validates the Completion and Learning Review (CLR) of the World Bank Group’s (WBG) engagement with the Republic of Namibia, covering the Country Partnership Strategy (CPS) for FY14–FY20. For completeness and learning purposes, IEG also examines the period FY21–FY23, as no Country Partnership Framework (CPF) replaced the CPS. Due to data limitations and per IEG-WBG Working Arrangements, this Completion and Learning Review Validation (CLRV) does not rate the CPS outcomes or the WBG’s performance.1<br>ii. The CPS, the first full WBG country program since Namibia joined the WBG in 1990, was aligned with Namibia’s Vision 2030 and medium-term priorities under the Fourth and Fifth National Development Plans (NDP4 and NDP5) . It was structured around two Focus Areas: 1) improve the state’s capacity to design, implement, and monitor public policies; and 2) increase private sector jobs and income generation.<br>iii. The CPS was primarily supported by advisory services and analytics (ASA), with IFCand MIGA aimed at facilitating private investments. No IBRD lending or Reimbursable Advisory Services (RAS) arrangements materialized during the reviewed period. The CPS design appropriately emphasized a significant role for IFC and MIGA under Focus Area 2. Instead, it validates the CLR using available evidence and informs the Board via a note explaining the adapted approach. strategy had ambitious assumptions regarding government demand, and there were weaknesses in the Results Framework. iv. While the FY18 Performance and Learning Review (PLR) introduced adjustments to reflect changes in government preferences, it did not address weaknesses in the Results Framework. The Bank concluded that the program objectives remained relevant and extended the CPS to FY20 to align with upcoming presidential elections and to prepare Namibia’s first Systematic Country Diagnostic (SCD), originally expected in 2019. v. After the CPS expired in 2020, WBG continued in a in a similar mode during FY21-FY24, with the successor strategy delayed by the COVID-19 pandemic. IFC and MIGA continued to deliver additional knowledge products and investment services. vi. In Focus Area 1, progress was noted in environmental and coastal management, and in core health outcomes, but attribution to CPS interventions was unclear. Statistical and monitoring capacity improved, but data gaps in policymaking areas such as poverty and nutrition persisted, with malnutrition trends remaining a major concern. Progress was mostly limited in economic management, where improvements in public debt and public-private partnership (PPP) management materialized post-CPS. Restructuring liabilities such as stateowned enterprises’ (SOE) assets and social assistance programs saw no progress. For Focus Area 2, all targets were met. Achievements included expanding renewable energy and improving management of priority PPP projects, and enhancing financial sector resilience, but broader regulatory reforms for businesses lagged. vii.
