Two years ago at this time,Proposition 13,the property tax initiative which cutproperty taxes by 57%was endorsed bythe California public on the order of 65%to 35%.The same California public turneddown Proposition 9,a measure whichwould reduce state income tax by about50%;the vote was almost a reversal of theProposition 13 vote. They turned it downon the order of 69-31%.I might add that ifProposition 13 was also on the last ballot,it would have passed,on the same order ifnot by a larger plurality than it did twoyears ago. At that time, there was no question thata significant segment of the public in-dulged in the luxury of perhaps sending amessage to what they believed to be un-responsive legislators. But,following thefailure of Proposition 9,the public in asense is saying that the frustration thatexisted two years ago has been somewhatrelieved and expiated.Proposition 9 wasvoted down because there were other con-sequences.Our survey showed that thepublic was quite fearful that another heftycut in taxes would seriously impair gov-ernment servicesThey did not feel thatthere was offsetting money in Sacramento. That was the major reason. The publicwas ready to attribute a diminishment inservices,to Proposition 13 and they weresomewhat fearful t
