BIGHORN SHEEP MANAGEMENT - Prepared by Tom Batter, PhD, and Katie Piecora

Oct 22, 2026

Bighorn sheep management in New Mexico is presented as an overview of statewide conservation, regulation, propagation, and protection carried out by the New Mexico Department of Game and Fish. The report explains the biological and ecological basis for managing bighorn sheep and their habitats, emphasizing sustainability for public food supply, recreation, and safety. It also provides taxonomy, horn life-history, and North American natural history, linking horn size to fitness and social nutrition access, and describing key physical, dietary, and social adaptations.

Its mission is to conserve, regulate, propagate, and protect thewildlife and fish within the state of New Mexico using a flexible management system that ensures sustainabilityfor public food supply, recreation, and safety. NMDGF manages bighorn sheep and their habitats on behalf ofall New Mexicans to conserve and protect bighorn for their intrinsic and ecological values, and to provide fortheir beneficial use and enjoyment across a diversity of interests and activities including education, hunting, photography, and wildlife viewing. This document is intended to provide a general description of the statewidemanagement of bighorn sheep in New Mexico. # BIGHORN SHEEP TAXONOMY, LIFE HISTORY, AND NATURAL HISTORY IN NORTH AMERICA Bighorn sheep (Ovis canadensis) are even-toed ungulates taxonomically classified in a hierarchical structurebeginning most broadly under the Order Artiodactyla and Suborder Ruminantia, ruminants that obtainnutrients from plants through a specialized foregut; ruminants eructate and rechew cud to further break downrough plant material in preparation for digestion. The Family Bovidae includes antelope, cattle, sheep, goats, and their allies, in which all members have a four-chambered stomach and at least one pair of horns. TheCaprinae Subfamily is made up of sheep and goats, animals especially adapted to montane environments. Bothsexes within Caprinae have horns, which grow throughout an animal’s life. Horn morphology is sexuallydimorphic – males and females express both horn size and structure differently, with males possessing largerhead ornaments. The Genus Ovis contains all sheep, which includes seven recognized species, includingbighorn sheep. Bighorn sheep are named for the large, curved horns worn by males of the species which tend to garnersignificant interest among hunters and wildlife enthusiasts. Societal interest in large horns (as well as largeantlers and pronghorns) is not a new phenomenon, as evidenced by regalia and petroglyphs found acrossmany Indigenous cultures. Horns are hollow structures made of a sheath of keratin that overlies a bony core, amodified protrusion extending from the frontal plate of the skull. Horns grow throughout the life of both males( rams) and females (ewes) with growth rate the most rapid the first 7 to 8 years of an animal’s life. Maximumhorn size is typically achieved between 7 and 10 years of age, with growth rate slowing as an animal ages. Ewehorn size is similar to that of yearling males, generally between 10 to 13 inches at maturity with a basecircumference between three to six inches. Mature ram horns can measure up to 40 inches long with a basecircumference between 13 and 18 inches. Horn size is a function of age, nutrition, and genetics. They are a heritable product of sexual selection thatoffers reproductive advantages. Horns are referred to as “honest indicators” of an individual’s fitness becausehorn size signals metabolic efficiency and an individual’s ability to access high quality forage. Nutritional accessis determined by social order; thus, the older, more dominant rams tend to have greater access to betternutrition which is then reflected in the quality, or size, of their horns. Horn size dictates a ram’s ability tocompete for breeding access to ewes and subsequently, their ability to pass on their genes to the nextgeneration. It may also serve as an indirect measure of habitat quality and a given landscape’s ability tosupport a population. Bighorn occupy and are adapted to some of the most rugged, seasonally variable environments in NorthAmerica, and possess a suite of adapt

FAQs

What agency is responsible for bighorn sheep management in New Mexico?

The New Mexico Department of Game and Fish (NMDGF) manages bighorn sheep and their habitats on behalf of New Mexicans, using a flexible management system to support sustainability.

How are bighorn sheep taxonomically classified?

Bighorn sheep are even-toed ungulates within the Order Artiodactyla and Suborder Ruminantia, in the Family Bovidae and Subfamily Caprinae, belonging to the Genus Ovis.

Why is horn size considered an indicator of bighorn fitness?

Horn size reflects metabolic efficiency and the ability to access high-quality forage. Social order affects nutritional access, and that advantage influences reproductive competition and breeding success.
