A child born in Benin today is projected to reach only 42 percent of their productive potential in adulthood, held back by poor early childhood nutrition, limited access to quality health and WASH services, and a skills base misaligned with market demand. Stunting rates have worsened from 32 percent in 2018 to 36.5 percent in 2022, with the highest rates concentrated in the northern departments of Alibori and Atacora, the same regions most exposed to fragility and violence, making nutrition not only a human capital imperative but a prevention one. At the same time, 80 percent of new jobs remain informal, and 15.3 percent of young people (17.7 percent of young women) are not in education, employment, or training. With the working-age population set to double in 30 years and at least 1.5 million young people entering the labor market by 2030, the returns to early and sustained investment in human capital are high as are the costs of inaction, particularly in the north where youth exclusion has been identified as a primary driver of recruitment by non-state armed groups or engagement in illicit activity. Benin is the 23rd most vulnerable country to climate shocks globally, with 75 percent of business activities threatened by climate change. Too many young people, especially girls and those in underserved northern areas, leave primary and secondary school without the foundational skills needed to benefit from further training. With the working-age population set to double in 30 years and around 250,000 youth entering the labor market each year, the scale of the skills challenge is significant, but so is the opportunity: a better-educated, better-trained workforce is the single most durable driver of productivity growth and formalization. Meeting this opportunity requires a continuum of investments, from targeted improvements in primary and secondary education outcomes to market-oriented TVET, on-the-job training, and community-based youth employment programs. The WBG will support this continuum with a sharper alignment between training content and high-potential sectors, including agribusiness, tourism, the digital economy, and creative industries, and a stronger focus on underserved and fragility-affected regions. The approach combines system-level reforms, expansion of demand-driven TVET and labor market programs for youth and women, and support to entrepreneurship, positioning skills development as a key lever for productivity, formalization, and private sector-led growth.
