Public Disclosure Authorized Public Disclosure Authorized Bangladesh Inclusive Services and Opportunities for Host Communities and Displaced Rohingya Population Project and Host and Rohingya Enhancement of Lives Project Chair Summary* May 28, 2024 Executive Directors approved: (a) a SDR 145.4 million (US$192.5 million equivalent) credit, including SDR 119 million (US$157.5 million equivalent) from the IDA20 Window for Host and Refugees (WHR), and a SDR 119 million (US$157.5 million equivalent) grant from the WHR for the Inclusive Services and Opportunities for Host Communities and Displaced Rohingya Population Project (ISOP); (b) a SDR 162.4 million (US$215 million equivalent) credit, including SDR 102 million (US$135 million equivalent) from the WHR, and a SDR 102 million (US$135 million equivalent) grant from the WHR for the Host and Rohingya Enhancement of Lives Project (HELP); and (c) the waiver request to exceed the IDA20 WHR country cap of US$500 million by US$85 million for the HELP project. Ms. Junhong Chang wished to be recorded as abstaining from supporting the HELP project. Directors supported the World Bank’s phased and multi-sectoral approach to addressing the pressing basic needs of the Displaced Rohingya Population (DRP) and the host communities in Bangladesh, particularly women and children, including addressing gender-based violence. Directors acknowledged the proportionality of support to the Cox’s Bazar camps and DRPs in the island of Bhasan Char. Directors stressed the need for close monitoring of the adequacy of Bangladesh’s compliance with the Refugee Protection Framework. They highlighted the importance of strengthening local capacity for service provision and application of the E&S standards. They also requested a briefing on the lessons learned from other forced displacement situations. Finally, Directors encouraged the Bank to enhance the one WBG approach in supporting private sector engagement and economic development and maintain close alignment with other development partners to avoid duplication of efforts and maximize impact.
