TURKEY LIFTS AGEAN AIRSPACE RESTRICTIONS.A sig-nificant shift in Turkey's policy toward neighboringGreece seems to be taking place with the government'sdecision to lift restrictions over the Agean Sea area.Theair ban,lifted February 27,was imposed after theTurkish invasion of Cyprus in 1974.Foreign airlinesflying between Istanbul and Athens have been forced totake costly,roundabout routes,mainly over Bulgaria.Greece has responded by terminating its own parallelrestrictions.The Turkish General Staff's office said thedecision was taken without waiting for Greece to returnto NATO's military wing. FRANCE SUPPORTS PLO SELF-DETERMINATION.French President Giscard d'Estaing,during his 10-day visit to theMiddle East,which began March 1,said the PalestineLiberation Organization (PLO)must take part in nego-tiations for a Middle East peace settlement.The term"self-determination"was used in the joint communiquereleased at the end of the French leader's stay in Kuwait. BASQUES ELECT FIRST REGIONAL PARLIAMENT.Spain's northern Basque country voted March 11 to elect itsfirst local parliament.The Basque Nationalist Party won25 of the 60 seats,and the party leader,Carlos Garaico-etxea,vowed to form a strong government that wouldseek the swift transfer of powers from Madrid to theBasque region,which were negotiated last June underan autonomy statute.They include control of police,education and some taxes. CANADIANS BRING LIBERAL PARTY BACK TO POWER. The February 18 elections gave Liberal Leader PierreTrudeau's party 146 seats in the 282-seat House ofCommons.The nine-month old Progressive Conserva-tive government of Joe Clark won 103 seats.Clark'sgovernment lost a confidence vote over tough budgetproposals that included increases in gasoline taxes.Trudeau is the fourth Canadian Prime Minister to beelected to that office four times.Mr.Clark's governmentserved the shortest term in Canadian history. ## U.S.Urged to Work with Third World The Atlantic Council has urged the United States,itsallies and other free nations to coordinate their policiesand actions more effectively with those of weaker nationsso as to help them maintain their security and indepen-dence in the face of continuing Soviet expansionism. A policy paper,After Afghanistan—The Long Haul,prepared by the Council's Security Working Group,notesthat the Soviet occupation of Afghanistan has createddramatic new awareness on the part of both developedand developing nations of the global nature ofindependence and security.The study asserts that themaintenance of world order must be a cooperativeventure,to be pursued steadfastly,patiently andresolutely. "In concluding the North Atlantic Treaty,"the studypoints out,"the signatory nations were determined toavoid a repetition of the 1930s when appeasement andfailure to react effectively to the aggressive designs ofexpansionist powers eventually made World War ll in-evitable."
