ACTION:Final rule. SUMMARY:EPA is approving theattainment demonstration for the one-hour ozone national ambient air qualitystandard(NAAQS)for the Philaelphia-Wilmington-Trenton severenonattainment area(the Philadelphiaarea)as a revision to the Maryland StateImplementation Plan (SIP).This controlstrategy plan was submitted by theMaryland Department of theEnvironment(MDE).The measures thathave been adopted by the State whichcomprise the control strategy of the one-hour ozone attainment demonstrationhave and will result in significantemission reductions of volatile organiccompounds(VOCs)and oxides ofnitrogen(NOx)in the Philadelphia area.The Philadelphia area is comprised oftwo counties in Delaware,one county in 30,1999. ENVIRONMENTAL PROTECTIONAGENCY # B.What Previous Action Has BeenProposed on These SIP Revisions? In a December 16,1999 notice ofproposed rulemaking(the December 16,1999 NPR),we proposed approval of theattainment demonstration for thePhiladelphia area(64 FR 70412). On February 22,2000(65 FR 8703),EPA published a notice of availabilityon guidance memoranda relating to theten one-hour ozone attainmentdemonstrations (including thePhiladelphia area)proposed forapproval or conditional approval onDecember 16,1999.The guidance Maryland (namely,Cecil County),sevencounties in New Jersey,and fivecounties in Pennsylvania.The intendedeffect of this action is to approve thisSIP revision as meeting the requirements of the Clean Air Act (CAAor the Act). DATES:This final rule is effective onNovember 28,2001.
