Public Disclosure Authorized Public Disclosure Authorized Annex 5-Mozambique’s Eligibility to the Prevention and Resilience Allocation Mozambique meets the quantitative and qualitative eligibility requirements for the PRA. The country is experiencing medium-level conflict, as measured by the 774 conflict-related fatalities recorded in the year to end-November 2025, or 2.2 fatalities per 100,000 people.4 In March 2025, Mozambique’s Assembly of the Republic approved its Five-Year Programme (PQG) and the 20-year National Development Strategy (ENDE) to guide the country’s development, both of which outline a plan for national unity, peace, and good governance.5 The strategic goals of the monitoring matrix of the PRA are linked to the pillars of the PQG and reinforce its vision and plan. The GOM has put forward critical actions that are directly related to and that seek to address the drivers of conflict, including the launch of an Inclusive National Dialogue process. Mozambique secured initial eligibility to the PRA in April 2021 under IDA19 to provide support to the Government to prevent and address conflict risks during the peak of the insurgency in the gas-rich province of Cabo Delgado. Progress against the commitments over this five-year period was mixed.6 The process to seek eligibility under IDA21 builds on the progress achieved and lessons learned from the initial engagement, including the importance of designing a PRA engagement that transcends a narrow focus on progress against the critical actions to support a trajectoryshifting compact; ensuring political will for key reforms; using successive years of the IDA cycle to chart steps for proposed reforms; hooking the dialogue into existing initiatives and plans; linking the high-level dialogue and critical actions to program support; building the engagement around common agreement of the root causes at the highest levels of Government; and institutionalizing a national conflict prevention architecture. Key FCV challenges: The country is grappling with the triple threat in the short-to-medium term of a critical macro-fiscal situation with high risk of debt distress that constrains the ability of the Government to use public resources to finance social spending; a demographic transition with a youth bulge that has been systematically excluded from productive employment opportunities, access to resources and political inclusion, and that is coming of age in a context where institutions are not able to respond to or meet their needs; and increasing vulnerability to and intensity of exogenous shocks such as climate events that act as a threat amplifier. Post-election violence in the wake of 2024 general elections highlighted frustrations among a generation of young Mozambicans and the extent of the fracturing of the social contract. The uneven development of the state (worsened by lack of accountability, and limited inclusion and transparency in the delivery of basic services) is reflected in regional and spatial disparities that have left the center and theresource-rich north of the country lagging the south.
