The Government’s approach has deliberately evolved from a mining-focused lens to a broader platform for integrated territorial and sectoral development, recognizing that infrastructure of this scale can catalyze diversification well beyond the extractive sector. The Government's Simandou 2040 Program, approved in March 2026, reflects this ambition, covering priority sectors including infrastructure, transport, agriculture, education, health, and the economy. Digital transformation and connectivity are embedded as cross-cutting enablers, essential to ensuring that economic gains are broad-based and sustainable. Underpinning the Simandou corridor strategy is a vision of economic transformation organized around four reinforcing themes. The first focuses on (i) expanding trade and connectivity within agricultural clusters to integrate local producers into regional and global value chains. The second aims at (ii) leveraging transport connectivity to unlock Guinea's considerable agricultural potential and stimulate private investment along the corridor. The third pillar seeks to (iii) bridge the gap between agricultural production capacity and growing urban demand through targeted infrastructure investment in logistics and market access. Finally, the fourth pillar emphasizes (iv) urban infrastructure and land-use planning to build climate resilience, accommodate rapid urbanization, and generate sustainable employment —ensuring that the corridor's development translates into broad-based, inclusive growth. The WBG's engagement along the corridor will be structured around eight strategic pillars, each targeting a distinct dimension of territorial development: (i) Multi-modal transport connectivity and urbanization prioritizes guided investment in energy, sanitation, housing, and digital infrastructure to create secondary growth poles along the corridor, preventing development from remaining concentrated in Conakry. (ii) This is complemented by effective governance and coordination, which focuses on strengthening local urban governance, modernizing land administration, and expanding municipal revenue mobilization to ensure that corridor communities can manage and sustain growth. (iii) Farm-to-market connectivity addresses Guinea's significant agricultural potential by reducing logistics costs and transit times, with the goal oflowering post-harvest losses—currently estimated at approximately 30 percent—for key crops including pineapple, banana, and fonio. (iv) The shared-use rail infrastructure pillar explores a model for opening the mining railway to non-mining passenger and freight services, which could significantly expand economic access across the corridor. (v) Strategic port development focuses on upgrading Morebayah port to relieve congestion at the Port of Conakry, including deepening its access channel to-10 m. (vi) Road asset management responds to the severely deteriorated state of Guinea's road network —with 71 percent of major roads in poor condition and a rural access index of only 14 percent—by improving maintenance financing and planning. (vii) Institutional efficacy, policy coherence, and financial sustainability underpin all other pillars by strengthening regulatory frameworks, planning capacity, and predictable financing for infrastructure upkeep. (viii) Digital connectivity and smart corridor development envisions fiber deployment along the railway and smart logistics systems to enhance supply-chain efficiency and support egovernance across the corridor.
