Aug 13, 2026

Education Minister Fadhlina Sidek rejects claims that certain elite schools are allowed to ignore the Dual Language Programme (DLP) guidelines, stressing there are no exceptions. She says all schools must refer to and adhere to the DLP rules, including a requirement for Year One and Form One to offer one non-DLP class teaching mathematics and science in Bahasa Melayu regardless of parental preference. The ministry will assist schools with implementation issues, while academics highlight the benefits and the need for consistent compliance with the guideline-setting process.

She said there was no exceptionfor any school despite claims thatsome elite schools were allowedto ignore the new ruling. "Not true,"she said when askedabout the claims. "We have asked and we havestressed that all schools use andrefer to the guidelines. There areno issues right now,"she said atSKSungai Bakap here yesterday afterlaunching the Teaching Schooland Upholding Malay Languageand Strengthening Command ofEnglish programmes. Clause 12.2.8 of the DLP guide-lines requires Year One and FormOne to have one non-DLP class teaching mathematics and sci-ence in Bahasa Melayu,regard-less of parental preference. Recently,Parent Action Groupfor Education Malaysia chairmanDatin Noor Azimah Abdul Rahimsaid some elite schools were ex-empt from the new DLP rules. Fadhlina said the ministrywould help schools facing prob-lems implementing the DLPguidelines. "They need to adhere to theguidelines. We will help them,"she said when asked if there wasflexibility. "The guidelines are for allschools. They all need to refer tothe guidelines.” In response,Universiti Ke-bangsaan Malaysia Faculty of Ed-ucation lecturer Associate Pro-fessor Dr Hasnah Toran said theDLPwas beneficial due to the dif-ferent needs of students. "Having options are good.Dif-ferent individuals have differentchallenges and needs." She said it was important forschools to adhere to the min-istry's guidelines. She said a rigorous process wasinvolved in setting guidelines,in-cluding discussions, debates andapprovals at the highest levels. "If these guidelines are not fol-lowed,it defeats the purpose ofhaving an Education Ministry. "Language in a multiculturalnation like Malaysia plays an in-tegral role in shaping nationalidentity and development. "Those opposing the use of Ba-hasa Melayu in education don'tunderstand children's cognitiveabilities to master multiple lan-guages. "Individuals who are proficientin multiple languages,or at leastbilingual, have an advantage onthe internationalstage." On another issue,Fadhlina saidthe plan to bring English teachersfrom Singapore to Malaysia wasproof of the close cooperation be-tween the two countries. She said Prime Minister DatukSeri Anwar Ibrahim was referringto volunteer teachers from Singa-pore who would be placed in poorurban, outskirt and rural areas,in-cluding in Sabah and Sarawak. She said the plan would not incuradditional costs for the govern-ment as the teachers would be paidby the Singapore government. “This initiative provides an op-portunity for students, teachersand schools to gain exposure togood teaching and learning prac-tices and innovation. "The ministry has implementedinitiatives involving the exchangeof teachers from developed coun-tries such as South Korea,Aus-tralia and the United States.”
