February 5, 1975 coverage explains a proposed cut in the 1976 federal budget request for the Law Enforcement Assistance Administration (LEAA), reducing the requested $769.8 million by about $111 million from the prior fiscal year and by roughly $95 million versus what LEAA expects to spend. The shortfall would make it harder for states and localities to obtain funds for police, courts, and prison programs, though already committed projects would continue through fiscal 1976. The issue also reports federal indictments of Oklahoma prison guards tied to an inmate gassing incident, including charges and potential penalties.

FE01975 | Page 1 | $100 Million Cutback.. ## 1976 FEDERAL BUDGET REQUESTTRIMS LEAA OPERATING FUNDS The 1976 federal budget request sent toCongress on Monday by President Ford seeks anappropriation of $769.8 million for the Law En-forcement Assistance Administration, that's $111million less than the amount appropriated for thecurrent fiscal year ending June 30 and about $95million less than what the LEAA actually expectsto use in the current year. The resulting shortfall of about $100 millionmeans that state and local governments will find itmore difficult to get federal funds for a wholerange of programs intended to strengthen police, courts and prisons. Deputy Attorney General Laurence E.Silberman said the cut was proposed because ad-ministration officials believe the LEAA operationhas grown so fast there has been no time "forthorough evaluation to determine which programsand approaches are most effective." But even if Congress agrees to the adminis-tration cutback of LEAA funds, the impact onstate and local officials would be delayed.Accord-ing to Deputy LEAA Administrator Charles R.Work, money already committed to state and localprojects will continue to flow through the pipelineduring fiscal 1976,producing an actual increaseof $25 million in federal aid for crime-fightingefforts during the year. "It won't mean that any existing programswill have to be cut off,"Work said."But it willcause an effort to look more closely at what oughtto be carried on." Congress will probably join the administra-tion scrutiny of the LEAA,if for no other reasonthan the legislation authorizing theagency expiresin September of next year. Before that,Congressmust decide what to do with the LEAA-changeit,do away with it or keep it as it is.
