institutions in effectively navigating and implementing transformative changes. This Toolkit has been developed to accompany the implementation of the Zambia Public Service Change Management Framework. Aligned with the vision of creating \"A Smart and Value-centred Public Service,\" the framework together with its toolkit , provide structured guidance, practical tools, and templates to ensure that change initiatives are aligned with national priorities, institution-specific strategic goals, and citizen expectations. Whether addressing policy reforms, operational efficiencies, or cultural transformations, the toolkit equips public servants with the knowledge and strategies necessary to manage change inclusively, sustainably, and transparently. By utilising this toolkit, institutions can foster resilience, enhance service delivery, and build public trust in a modernised, efficient, and accountable Public Service. \nThis toolkit supports all change initiatives; from small through to large initiatives. Only the leaders of the change can judge which category the change falls into as the definition differs across institutions. The size of the change dictates the resources allocated and time frames. Some criteria to help institutions determine the scale/scope of change initiative include: \na) Impact on employees/stakeholders: the degree it will impact on employees or the wider community. \nb) Benefit: the magnitude of the financial or other savings. \nc) Diversity of stakeholders: the number of different institutions involved in the decisionmaking. \nd) Risk: the potential repercussions that need to be managed. \ne) Number of changes: the number of simultaneous changes occurring in your organisation. \nf) Cost: the budget needed to implement the change. \ng) Staff capacity and capability \nThese criteria are not mutually exclusive. Some projects may be low cost to implement but have a significant impact on a diverse number of employees/stakeholders. \n2.0 Theoretical Model \nThe John Kotter theoretical model supports the Zambia Public Service Change Management Model in relation to the Toolkit to achieve the bold and ambitious development aspirations of the nation, an increasing volume of changes to the current operating system of the Government continue to develop and emerge. The change initiatives will need to be designed and implemented properly.
