These contractors recognized the need for a guide to plan and implement regional marijuana prevention and education programs throughout Washington State.  \nThe purpose of the Regional Implementation Guide is to provide instruction for YMPEP regions to help them prevent initiation and use of marijuana by youth ages 12-20 throughout Washington State. The Regional Implementation Guide describes all activities in the following categories:  \nREQUIRED: All YMPEP regions must coordinate and maintain a regional network, complete a needs assessment, logic model, and 5-year strategic plan that includes strategies from the primary and innovative categories, listed below. In addition, all YMPEP regions will complete the Strategic Prevention Framework task list.  \nPRIMARY: All YMPEP regions are required to allocate at least 70 percent of their time to implement policy, systems, and environmental (PSE) activities from the approved list (Section 3 ) .  \nINNOVATIVE: Any YMPEP region may choose to spend the remaining 30 percent of their time implementing approved innovative activities that align with the Principles of Effectiveness in Substance Use Prevention. (Principles of Effectiveness outlined in Section 4.) Note: YMPEP regions are not required to implement innovative activities. They may use 100 percent of their time to implement PSE activities.  \nGoals and objectives  \nThe statewide goal of MPEP is to reduce initiation and use of marijuana by youth (ages 12-20) and among populations most adversely affected by marijuana throughout Washington State.  \nThe long-term objectives of the MPEP are to:  \na. Decrease percentage of 10th grade students (statewide) who have used marijuana on at least one day in the past 30 days.  \nb. Decrease percentage of 10th grade students who have used marijuana on at least one day in the past 30 days in African American, Latino/Hispanic, Asian/ Pacific Islander, American Indian/Alaska Native, and LGBQT population.  \nc.
