If a  \nmotorcycle, all-terrain vehicle (ATV) or motor-driven cycle is not properly manufactured or equipped for general highway use as required bylaw, it is not eligible for registration but will be issued a distinctive Certificate of Title.  \nFor vehicles that will not be operated on public roads, an Application for Vehicle Transaction(s)(VSD-190) marked title only is required, along with the proper fee. Titles showing a lien are mailed to the lienholder while others must be mailed directly to the owner at the residence on the title.  \nApplying for title and registration  \nNew residents have 30 days to apply for an Illinois title and registration after establishing residence, provided the vehicle is properly registered in another jurisdiction. Odometer reading from the vehicle odometer (do not include tenths of a mile) .
