The tool outlines how to gather user and stakeholder needs, describe who uses CCWIS functionality, and document how UX considerations influenced design. It also guides assessment across content, usability, and accessibility, including plans for making the system usable for people with vision, hearing, motor, intellectual, learning, or developmental disabilities.","User Experience Self-Assessment Tool v1.0
Introduction
A system’s value, usefulness, and success largely hinge on how users experience it. Good user experience (UX) design provides content in clear, plain language and supports a system to function logically, easily, and efficiently so all users can perform their tasks seamlessly.
A CCWIS must be usable to efficiently, economically, and effectively support the administration of the title IV-B and IV-E plans under 45 CFR § 1355.52(a). In designing and developing the CCWIS, agencies should engage their users to understand their needs for the system. User input will likely result in a better user experience.
This self-assessment tool helps guide agencies to improve CCWIS UX by covering the common qualitative guidelines that UX professionals use when evaluating products, such as websites and applications, referred to as heuristics. This tool is not intended to replace user testing or review by a UX professional. While user testing and review by a UX professional are not CCWIS requirements, agencies may find these optional efforts help improve user acceptance and overall usability of their CCWIS.
The term “user” in this self-assessment tool refers to end users of the system who directly interact with the CCWIS. The term “users” may include populations outside of employees of the agency, such as, but not limited to, foster parents and providers. The term “stakeholder” may refer to any regular project stakeholder, such as users or child welfare agency staff.
Tool Format
This self-assessment tool is divided into sections as outlined on the chart below. Every question and additional consideration has a unique Element # for easy reference. Please refer to the instructions in \u0013 HYPERLINK \u0014Technical Bulletin #7\u0015 or contact your federal analyst if you have questions about the tool or a specific element.
In the Overview and Background Information section, agencies may collect information on specific CCWIS users and their needs for the CCWIS. The section provides a framework for assessing whether the UX will help users complete tasks. Please answer each question fully. If a question is not applicable to the system or module you are evaluating, indicate “NA” and provide a reason.
J.A.01 Date this assessment was completed.
J.A.02 Identify the CCWIS functionality and/or module user groups. Describe how the CCWIS functionality and/or module is being or was user-tested with each user group and what design decisions were affected by user testing. Remember that some stakeholders (e.g., product owners) are not stand-ins for users. Please include external user groups that will access this system or module, including Child Welfare Contributing Agencies (CWCAs). Please add more rows as needed.
J.A.03 Brief description of how UX is being or was considered in the design of the system or module. You may reference and/or attach an existing project document as needed.
J.A.04 Describe the approach used to make the system or module accessible by people with a vision, hearing, motor, intellectual, learning, or developmental disability. This question introduces concepts discussed further in Resource 3 – Accessibility.
J.A.05 Provide any additional comments as background regarding the UX of your agency’s system or module.
In this section, the agency may document components, factors, and design elements of the functions(s) or exchanges that support the usability goals of the CCWIS. If the agency has additional goals, please include them below and add new rows as needed. We encourage agencies to simplify their responses by referencing submitted documentation, such as APDs or attaching design documents and screenshots.
Please answer each question fully. If a question is not applicable, indicate “NA” and provide a reason.
Part 1 – Content
Content is any functionality within the child welfare information system.
