The added item will need to include reasons for why it needs to be considered as an urgent item. \n􀁸 Use the Council urgency process which requires a report to be completed using the online template and then signed by the Mayor and the Chief Executive. The Borough Council then must be notified (by advising the Head of Democratic Services) \nOther Committees: Decisions of non-Cabinet-Level bodies can only be taken by the committee itself or by a chief officer using the Council’s scheme of delegation. The Chair of a Committee may not make an urgent decision. If there is need for an urgent decision, the following three options exist: \n􀁸 Call a special meeting of the committee. \n􀁸 Add the item to the agenda of a meeting that has already been called. The added item will need to include reasons for why it needs to be considered as an urgent item. \n􀁸 Use a Chief Officer decision on behalf of the decision making body subject to consulting the relevant elected member (in this case the Mayor, Leader, Cabinet Member or Chair of a Committee) and the completion of the appropriate decision making template which can be found online. The report must give the reason for urgency and the committee must be informed at its next meeting of the decision taken. \nChief Officer: There is no urgent chief officer decision making process, as such decisions can be made almost immediately, subject to recorded approval of the relevant Cabinet Member and the completion of the appropriate decision making template which can be found online. Note, however, that if the Chief Officer decision is also a key decision , stage two will apply, and stage three may also do so. \nRemember: Urgent decisions should only be used rarely and in exceptional circumstances. If the usual decision making arrangements process is available, the urgency process cannot be used. Where the use of the urgency process does become necessary, you will need to explain why it is being used and the reason that it was not possible to plan for it. \nSTAGES ONE AND TWO APPLY \nStage two only applies to Cabinet-Level and chief officer decision making (when a Chief Officer is making a key decision) \nStep One \nFirst use the Forward Plan Urgency Process (assuming the item has not already been included on it giving the usual 28 days notice of the decision) as follows: \nIf there are five days or more before the decision is to be taken and the item is not exempt from publication: \n􀁸 A general exception notice must be completed explaining why it was not possible to comply with the 28 day notice period. \n􀁸 The Chair of the Overview and Scrutiny Committee must be notified and provided with the general exception notice. \n􀁸 The Forward Plan must be updated to include the urgent item immediately. \n􀁸 The general exception notice must then be published. \nIf five days notice is not possible before the decision is","cbCaifAAWeS9Esfn","https://ap.wps.com/l/cbCaifAAWeS9Esfn","pdf",383042,7,"English","# Urgency decision making processes\n## Things to remember\n## Using the right urgency process\n## Stages one and two apply\n## Step one: Forward Plan Urgency Process\n## Step two: making the decision\n## Step three: implement the decision","[{\"question\":\"When can a decision be treated as urgent under this process?\",\"answer\":\"A decision is only urgent if it cannot wait for the usual decision making process.
