The development is anticipated to be completed by the end of 2027. One existing full access (no turning movement restrictions) point is proposed. This access point, as well as two adjacent intersections, are reviewed herein and identified below:
1. Highway 210 & 585th Avenue
2. Highway 210 & Access Point
3. Highway 210 & 610th Avenue
The area immediately surrounding the study intersections incorporates agricultural and undeveloped land uses. The existing lane configuration and control for the study intersections, annual average daily traffic (AADT) volumes (below in yellow), provided by the Iowa Department of Transportation (Iowa DOT), as well as the proposed development site are presented in the following figure. For the purposes of this analysis, the weekday AM and PM peak hour volume, which are presented in the figure below in parentheses, was assumed to be 10% of the daily weekday volume, which is consistent with methodology used by the Federal Highway Administration.
Figure 1 Study Area Map
Adjacent Roadways
The following descriptions are specific to the area near the proposed development. The roadway functional classifications are taken from the Iowa Department of Transportation Story County Federal Functional Classification Map.
Highway 210 is an east/west two-lane (one through lane in each direction) minor arterial roadway. On-street parking is prohibited along Highway 210, the total roadway width is 24 feet, and the posted speed limit is 55 mph.
585th Avenue is a north/south two-lane (one through lane in each direction) major collector roadway. On-street parking is prohibited along 585th Avenue, the total roadway width is 20 feet, and the posted speed limit is 55 mph.
610th Avenue is a north/south two-lane (one through lane in each direction) local roadway. On-street parking is prohibited along 610h Avenue, the total roadway width is 24 feet, and the posted speed limit is assumed 55 mph.
Crash Analysis
The Iowa Crash Analysis Tool (ICAT) website administered by Iowa DOT was used to collect available crash data at the study intersections for the ten-year period between January 1, 2016 and December 31, 2025. Over this period a total of 8 crashes were reported at the study intersections. The Iowa DOT Potential for Crash Reduction (PCR) analysis was also reviewed at the study intersections.
The following table presents crash statistics at the study intersection organized by the manner of the collision or crash type.
Table 1 Crash Type by Intersection (1/1/16 – 12/31/25)

| Study Intersection | | Manner of Collision | | | | | |
| --- | --- | --- | --- | --- | --- | --- | --- |
| | | Non-Collision (Single Vehicle) Head-on | Rearend | Broadside | Sideswipe, Same Direction | Not Reported | Total |
| 1 | Highway 210 &
585th Avenue | 0 | 1 | 2 | 1 | 0 | 4 |
| 2 | Highway 210 &
Access Point | 0 | 0 | 0 | 0 | 0 | 0 |
| 3 | Highway 210 &
610th Avenue | 1 | 0 | 1 | 0 | 2 | 4 |

Source: Iowa Department of Transportation, Traffic & Safety Bureau.
The following table presents crash injury statistics at the study intersections organized by severity.
