Background and rationale:  \nThe Global Partnership for Education (GPE) is a global effort devoted to getting all children in school for quality education. Established in 2002, GPE is comprised of 88 developing countries, donor governments, international organizations, the private sector, teachers, and civil society/NGO groups. It is the only global partnership entirely focused on education in developing countries. The partnership has fundamentally transformed international cooperation in education. GPE helps country partners develop and implement sound education plans. Members of the Partnership mobilize and coordinate resources to support the achievement of the plans' goals to enrol more children in school for a better education. By promoting dialogue among partners around shared objectives, GPE foster mutual accountability, increase shared knowledge about best practices, and encourage transparency at all levels.  \nIn 2017 Maldives expressed interest in joining the Partnership and requested for Secretariat's support in formalizing its application for the GPE’s Education Sector Plan Development Grant. The first ever comprehensive Education Sector Plan was developed and endorsed in 2019. Subsequently, Maldives became a member of the Global Partnership for Education in 2019 and received the Education Sector Plan Implementation Grant, which is currently being implemented on improving foundational literacy and numeracy and enhancing learning outcomes.  \nMaldives is a beneficiary of the GPE 2025 funding model, with access to three specific grants which already have been received. The strategic focus for the development of these three grants revolves around equity and inclusion, with a focus on gender equality and quality teaching. The development of the grants are directed by the Partnership compact, which articulates how Maldives intend to work together with partners around the priority reform that has the potential to catalyse system change in the education sector. It is the strategic framework that identifies interventions that would lead to transformational change in the education system. It is also a blueprint for mutual accountability among partners.  \nThe main purpose of the STG is to support partner countries to transform their education systems by making focused, evidence-based investments in programs that unlock system bottlenecks. The STG is used to support implementation of the priority reform that a country and its partners have agreed upon. In the case of Maldives, the STG will be used to unlock bottlenecks in achieving an equitable and inclusive education system as stipulated in the approved partnership compact.  \nTo develop the grant, UNICEF and the MOE adopt a participatory process in the design of the program to ensure relevance and ownership by the MOE and stakeholders. A technical committee including representatives of the departments of the MOE and key relevant stakeholders is established to steer the process. The necessary planning and preparatory work and documentation have begun, and the committee is supported by a seasoned consultant, recruited by UNICEF, for the MOE.  \n\n| 2.
