We are jointly committed to creating a fair and consistent working environment across the whole of [ICB name].\n1.4 Effective partnership arrangements will make a critical contribution to representing the interests of staff and [ICB name].\n2 [ICB name] constitution: general principles\n2.1 [ICB name] commits to engage staff in decisions that affect them and the services they provide, individually, through representative organisations and through local partnership arrangements. The following working principles are agreed and adhered to by both [ICB name] and staff side:\nWe commit to working jointly to solve problems and identify solutions.\nWe are committed to a relationship of trust between [ICB name], its employees and trade union representatives.\nWe agree that decisions made by [ICB name] and its partnership forum, including subgroups and task and finish groups of the forum will be in consensus.\nWe will ensure fair treatment of employees and a mutual respect between all working within the partnership approach.\nWe will engage in open, honest and meaningful dialogue.\nWe will ensure the recommended and appropriate agreed time is allocated to partnership working and is appropriately managed.\nWe will actively seek, listen, value and respond to the views of colleagues.\n[ICB name] will communicate and consult about any significant decision that is likely to affect employees. As a matter of good practice, the organisation will communicate to employees and their representatives about:\nThe organisation structure and purpose, arrangements for supervision and management, operating and technical processes, training opportunities etc.\nStrategic planning decisions that affect the workforce.\nHow the organisation is performing including its financial performance, service developments and operational performance.\n3 Recognition and facilities arrangements\n3.1 [ICB name], through the people impact assessment, will have determined existing recognition with certain trade unions. All NHS staff council trade unions should be able to be recognised by an ICB, but if any others have been granted recognition locally, the continuation of this should be discussed and agreed in partnership with those trade unions already represented through the transfer.\nThis agreement applies to the trade unions as defined above. [ICB name] will not consult with trade unions not recognised within this agreement.\nFurther requests for recognition will be considered with reference to the numbers of members employed by [ICB name] and in accordance with the Employment Relations Act 1999.\n4 [ICB name] partnership forum\n4.1 The [ICB name] partnership forum has been established to provide a regular and formal means of information, consultation and negotiation between managers and elected trade union representatives.\n4.2 The partnership forum will be the main forum for formal consultation between management and staff side on strategic issues of concern and interest to either party.\n4.3 The partnership forum, will act as the final stage of consultation for organisation wide strategic human resources (HR) and people issues.
