The packet outlines preparation, bill selection, committee structure, and role assignments using clear instructional steps. It includes scheduling support, recommended background resources, sign-up logistics, and research tools, enabling students to practice critical reading, research, and persuasive speaking aligned to Common Core standards.","Washington State Legislature Mock Debate
6th-12th grade
Hello, and welcome to the Mock Washington State Legislature! In this packet you will find a guide and materials for a five day mock committee, just like it is done at the Capitol.
In this Mock Hearing activity, students learn social studies content about state government and the legislative branch of our democracy. They also practice research, critical reading, and speaking skills. We have aligned the activity to Common Core standards in English/Language Arts for Literacy in Social Studies and Speaking & Listening. The assignments can easily be adjusted to emphasize additional reading or writing skills, so feel free to use this format as a guideline and adapt the activity, resources, and rubrics to meet your students’ needs.
We suggest giving students some background information about the Washington State Legislature. Helpful information can be found in our “How Bills Become Law” lesson. TVW, Washington’s public access television network covering government business, also has a short video overview of the process which provides good background for understanding what happens in a committee hearing: \u0013 HYPERLINK "http://www.teachwithtvw.org/how-a-bill-becomes-a-law-in-wa/" \\h \u0014http://www.teachwithtvw.org/how-a-bill-becomes-a-law-in-wa/\u0015.
We hope you find the following guide helpful for your students in learning about our state’s lawmaking process.
\u0003
\u000f
Contents
\u0013 TOC \\o "1-3" \\h \\z \\u \u0014\u0013 HYPERLINK \\l "_Toc430878473" \u0014Teacher Instructions and Schedule \u0013 PAGEREF _Toc430878473 \\h \u00144\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878474" \u0014One-Week Sample Schedule \u0013 PAGEREF _Toc430878474 \\h \u00147\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878475" \u0014Common Core Standards Addressed \u0013 PAGEREF _Toc430878475 \\h \u00148\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878476" \u0014Resources \u0013 PAGEREF _Toc430878476 \\h \u001410\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878477" \u0014Mock Roles \u0013 PAGEREF _Toc430878477 \\h \u001410\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878478" \u0014Bill 101 \u0013 PAGEREF _Toc430878478 \\h \u001411\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878479" \u0014Amendment Instructions \u0013 PAGEREF _Toc430878479 \\h \u001413\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878482" \u0014Sign-Up Sheet \u0013 PAGEREF _Toc430878482 \\h \u001414\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878483" \u0014Detailed Role Descriptions \u0013 PAGEREF _Toc430878483 \\h \u001415\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878484" \u0014Bill Issue Research Graphic Organizer \u0013 PAGEREF _Toc430878484 \\h \u001420\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878486" \u0014Mock Committee Hearing Position Statements \u0013 PAGEREF _Toc430878486 \\h \u001422\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878487" \u0014Guidelines for Bill Position Statement \u0013 PAGEREF _Toc430878487 \\h \u001422\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878488" \u0014Guidelines for Amendment Position Statements \u0013 PAGEREF _Toc430878488 \\h \u001423\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878489" \u0014Committee Script \u0013 PAGEREF _Toc430878489 \\h \u001424\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878494" \u0014Committee Sign- in Sheet \u0013 PAGEREF _Toc430878494 \\h \u001427\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878495" \u0014Roll Call Sheet \u0013 PAGEREF _Toc430878495 \\h \u001428\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878496" \u0014Classroom Setup for Hearing \u0013 PAGEREF _Toc430878496 \\h \u001429\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878497" \u00146th-8th Grade Rubric \u0013 PAGEREF _Toc430878497 \\h \u001430\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878498" \u00149th-10th Grade Rubric \u0013 PAGEREF _Toc430878498 \\h \u001433\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878499" \u001411th-12th Grade Rubric \u0013 PAGEREF _Toc430878499 \\h \u001436\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878500" \u0014Guided Reflection Questions \u0013 PAGEREF _Toc430878500 \\h \u001440\u0015\u0015
\u0013 HYPERLINK \\l "_Toc430878503" \u0014For More Information \u0013 PAGEREF _Toc430878503 \\h \u001441\u0015\u0015
\u0015\u0004
\u000f
Teacher Instructions and Schedule
Preparation: Introduce the legislative process in Washington State.
