Are cases to be brought only in civil court or will it include Small Claims court as well? \nA20 . Yes, the program is designed for cases to be brought in civil court as the primary venue for most harassment cases that involve complex legal issues, injunctive relief, or significant monetary damages. \nQ21. Most civil cases, especially in unlimited court, have a life cycle of 3-5 years. \nHowever, the proposed funding is for a 3-year term. Under this assumption, only the first year will allow for intake. If a new agency receives the funding after the 3-year term, will all cases be transferred over to the new agency? If not, cases with an expected term of over three years will necessarily be ineligible. Accordingly, only potential plaintiffs eligible for litigation preference would receive a positive referral. Please advise as to how cases will be off-boarded if their lifecycle exceeds the grant term. \nA21 . LAHD intends to frontload case referrals during the first year of the contract term, prioritizing matters that can reasonably be expected to reach resolution within the funding period. This includes cases involving tenants who may qualify for litigation preference, as well as those with expedited timelines based on the legal situation or urgency. The offboarding framework may include reviewing each case individually to determine appropriate next steps, continuing representation through case completion, subject to available resources, or in coordination with new or continued funding. \nQ22 . Is there flexibility as to the distribution of the $3 million funding or is it to be utilized with an even distribution of $1 million annually? We expect that the first year will consist of intake and filing of complaints. The final year will no longer involved onboarding new cases. The distribution of expenses is unlikely to be evenly distributed. \nA22 . Based on the anticipated program structure, it’s likely that Year 1 will involve significant referrals, case development, and initial filings, which may require a higher concentration of resources. Year 3 will likely focus solely on continuing litigation for existing cases, resulting in comparatively lower resource needs. It is possible that equal distribution may not align with the actual timeline and cost intensity of the program deliverables. \nQ23. The majority of funds for TAHO litigation are earmarked for the City Attorney’s \nOffice. What criteria will be employed to determine whether the non-profit administrator or the City Attorney’s Office will receive a case referral? \nA23 . The coordinated referral process to ensure appropriate case assignment between the City Attorney’s Office and the non-profit administrator is important. Cases involving systemic patterns of abuse, public interest impact, or institutional defendants may be more appropriate for referral to the City Attorney’s Office. However, cases involving individualized harm or tenant-specific relief may be better suited for handling by the nonprofit administrator. \nMAY 28, 2025 \nQ24. How many LAHD employees are expected to be trained? What is their base-level of \nexperience and initial background knowledge regarding the Tenant AntiHarassment Ordinance? \nA24 . LAHD conducts periodic training for approximately 25-30 city employees as part of the Tenant Anti-Harassment Ordinance (TAHO) implementation effort. This group will primarily include staff from the Rent Division, TAHO Task Force Investigators, and Code Enforcement who have direct interaction with tenants, landlords, or enforcement processes. The knowledge and experience among the employees is expected to vary from Housing Investigators to Code Enforcement, who range in experience from recent employees to others who have over 15 years of experience in conducting investigations, undergoing formal training in TAHO and the specifics of housing related ordinances, and being familiar with housing habitability standards and administrative enforce","cbCaihCeoAvda4TV","https://ap.wps.com/l/cbCaihCeoAvda4TV","pdf",50500,"English","# Q20-Q23\n## Court venue and timing\n## Funding distribution\n# Q24-Q26\n## Training and templates\n## CPRA and resume handling","[{\"question\":\"Are TAHO harassment cases limited to civil court, or do they also include Small Claims court?\",\"answer\":\"The program is designed primarily for civil court, especially where complex legal issues, injunctive relief, or significant monetary damages are involved.
