INVITATION TO PROPOSE  \nThe Confederated Tribes of Siletz Indians (CTSI) is soliciting proposals from qualified contractors to provide all labor, materials, equipment, supervision, permits, traffic control, and related services necessary to complete road construction and roadway frontage improvements and stormwater infrastructure improvements along Swan Avenue and associated CTSI facilities in Siletz, Oregon.  \nThe intent of this project is to improve roadway safety, pedestrian accessibility, stormwater conveyance, drainage capacity, roadway durability, and overall site resiliency while supporting future tribal development and transportation improvements.  \nCTSI reserves the right to reject any or all proposals, waive informalities, negotiate with proposers, and award contracts in the best interest of the Tribe.  \nII. PROJECT BACKGROUND  \nThe Confederated Tribes of Siletz Indians owns and operates multiple governmental, healthcare, emergency management, community service, and administrative facilities along Swan Avenue in Siletz, Oregon.  \nExisting conditions include:  \n• Aging roadway frontage improvements  \n• Drainage deficiencies  \n• Inadequate stormwater collection systems  \n• Localized ponding and flooding concerns  \n• Limited pedestrian infrastructure  \n• Areas requiring roadway reconstruction and resurfacing  \n• Need for improved long-term stormwater management  \nThis project will address roadway frontage improvements while modernizing stormwater facilities to support future growth and increased resilience.  \nIII. PROJECT LOCATION Primary Project Area:  \nConfederated Tribes of Siletz Indians  \nSwan Avenue (map attached and CD’s show work area) Siletz, Oregon 97380  \nAdditional adjacent roadway frontage and stormwater infrastructure areas may be included as identified during final design and construction.  \nIV.
