It emphasizes the need for federal agencies to a) ensure the technology is a good fit that will provide better mission-focused outcomes and b) intelligently account for the procurement, security, and workforce implications of cloud migration by leveraging industry best practices and cross-government knowledge.\nMigration Execution is not included in the scope of this SOO.
