\nExecutive Summary \nAP-05 Executive Summary-24 CFR 91.200(c), 91.220(b) \n1. Introduction \nThe State of Indiana is eligible to receive grant funds from the U.S. Department of Housing and Urban Development (HUD) to help address housing and community development needs. These grant funds include the: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), Housing Opportunities for People with AIDS (HOPWA) and the National Housing Trust Fund (HTF) . The dollars are primarily meant for investment in the State's less populated and rural areas (“non-entitlement” areas), which do not receive such funds directly from HUD. \nThe Indiana Office of Rural and Community Affairs (OCRA) receives and administers CDBG. The Indiana Housing & Community Development Authority (IHCDA) receives and administers HOME, ESG, HOPWA, and HTF. As a condition for receiving HUD block grant funding, the State must complete a five-year strategic plan called a Consolidated Plan for Housing and Community Development (Consolidated Plan) . The Consolidated Plan identifies the State’s housing and community development needs and specifies how block grant funds will be used to address the needs. Each year, the state completes an Annual Action Plan which determines how the funds will be spent in the coming program year (PY) . \nThe 2020-2024 five-year Consolidated Plan was approved by HUD in July 2020. This document, the 2024 Annual Action Plan, is the fifth action plan in the 2020-2024 Five-year Consolidated Plan cycle. It describes how OCRA and IHCDA plan to allocate HUD block grant funds during the 2024 program year (PY2024), which runs from July 1, 2024, through June 30, 2025. \n2. Summarize the objectives and outcomes identified in the Plan \nDuring PY2024, the State of Indiana expects to be able to receive $53.6 million in housing and community development block grant funds, consisting of: \n• $30,738,746 in the Community Development Block Grant (CDBG); \n• $13,557,160 in the HOME Investment Partnerships grant (HOME) and $6,194,042 in program income; \n• $3,946,227 in the Emergency Solutions Grant (ESG); \n• $2,197,984 in the Housing Opportunities for Persons with HIV/AIDS grant (HOPWA); \n• $3,165,161 for the National Housing Trust Fund (HTF) . \nAnnual Action Plan 1 \nOMB Control No: 2506-0117 (exp. 09/30/2021) \nAt the time this document was prepared, HUD’s budget for PY2024 had not been determined. \nContingency pl","cbCaidSf5SpZJhA7","https://ap.wps.com/l/cbCaidSf5SpZJhA7","pdf",13607628,514,"English","# 2024 Action Plan\n## Executive Summary\n## The Process: Consultation and Citizen Participation\n## Annual Goals and Objectives\n## Methods of Distribution\n## Projects\n## Appendices\n## Equity Plan Executive Summary\n## Introduction\n## Summarize the objectives and outcomes identified in the Plan","[{\"question\":\"How does the plan handle CDBG funding changes in PY2024?\",\"answer\":\"It includes contingency plans that adjust allocations depending on whether cuts are less than 25% or greater than 25%, while prioritizing specific CDBG program categories such as the Wastewater Drinking Program and other targeted investments.\"}]","State of Indiana 2024 Action Plan - Final Report | PDF",1789837140,180]
