It explains how to number matrix items, track comment counts by source, record source contact details, classify comment types (critical, major, substantive, administrative), and reference page, paragraph, and line locations. It also details how to write adjudication-ready comments and provide concise objective rationales, ending with clear decision codes for accept, reject, or accept with modification.","STANDARDIZED COMMENT MATRIX PRIMER\nColumn 1 – ITEM\nNumeric order of comments. Accomplish when all comments from all sources are entered and sorted. To number the matrix rows, highlight this column only and then select the numbering ICON on the formatting tool bar.\nColumn 2 - #\nUsed to track number of comments by source. Manually enter numbers from the first comment to the last comment. These numbers will stay with the comment and will not change when consolidated with other comments.\nColumn 3 – SOURCE\nProvide your organization, name and phone number. This allows the drafter to contact you with questions on your comment.\nColumn 4 – TYPE\nC – Critical (Contentious issue that will cause non-concurrence with publication)\nM – Major (Incorrect material that may cause non-concurrence with publication)\nS – Substantive (Factually incorrect material)\nA – Administrative (grammar, punctuation, style, etc.)\nColumn 5 – PAGE\nPage numbers found in the upper right or left corner of the draft document\n\u000e\nColumn 6 – PARA\nParagraph number that pertains to the comment expressed (i.e. 1.2.3, 2.3.4, etc.). For Tables where there is no line number in the left margin, use “Table” and “Rule” or “line” (i.e. Table 3.1, rule 3).\nColumn 7 – LINE\nLine number on the designated page as listed in the left margin. For Tables, use the line number at the Table heading.\nColumn 8 – COMMENT\nProvide comments using line-in-line-out format according to JSM 5711.01A, Joint Staff Correspondence Preparation (Examples are provided in CJCSI 5120.02, Joint Doctrine Development System. To facilitate adjudication of comments, copy and insert complete sentences into the matrix. This makes it unnecessary to refer back to the publication to understand the rationale for the change. Do not use Tools, Track Changes mode to edit the comments in the matrix. Include deleted material in the comment in the strike through mode. Add material in the comment with underlining. Do not combine separate comments into one long comment in the matrix, (i.e. 5 comments rolled up into one).\nColumn 9 - RATIONALE\nProvide concise, objective explanation of the rationale for the comment.\nColumn 10 - DECISION\nA - Accept\nR – Reject (Rationale required for rejection.)\nM - Accept with modification (Rationale required for modification.)","cbCaihviFufdnMi1","https://ap.wps.com/l/cbCaihviFufdnMi1","docx",38440,2,"English","en",105,"# Column Guide\n## Item, #, and Source\n## Type, Page, Para, and Line\n## Comment and Rationale\n## Decision Codes","[{\"question\":\"How should the comment matrix items be numbered?\",\"answer\":\"Highlight only Column 1 (Item) and use the numbering icon to create ordered matrix rows after all comments from all sources are entered and sorted.\"},{\"question\":\"What do the comment type codes C, M, S, and A mean?\",\"answer\":\"C is critical, M is major, S is substantive, and A is administrative.
