initiated this project.This project implements principles of the Living Streets Policy and draft LivingStreets Plan.It continues our change of thinking about the use of our streets from primarily auto-centric tothe incorporation of pedestrian-centric elements and what is required for a balanced,multi-modaltransportation system.  \nThe project involves reconstruction of the roadways including bituminous pavement and concrete curb andgutter.Sidewalks are planned for Arden Avenue,West 52nd Street,and Minnehaha Boulevard adjacent to a24-ft curb-to-curb street width.Parking is proposed to be restricted to one side of all the roadways.Theproject also includes upgrading existing utility infrastructure systems including storm sewer,water,sanitarysewer,and City owned lights.  \nThe overall project cost is estimated at $8,235,000 which includes City owned utility repairs andreplacement.Funding for the project will be from a combination of special assessments,respective utilityfunds,Pedestrian and Cyclist Safety(PACS)funds,and some of the storm water improvements will befunded in part by the Minnehaha Creek Watershed District.  \nStaff has analyzed the project and
