Spreadsheet Aids for Financial Planning forConstruction Projects\n\nC.HENDRICKSON,T.AU,ANDD.MARTINELLI \nFinancial planning and cash flow management are difficult yetimportant management tasks to ensure cost-effective construc-tion.The unavailability of adequate funding or poor financingstrategies can restrict construction options, substantially increasecosts, and delay project completion.Adopting innovativefinancing strategies for cash flow management can avoid orreduce such problems, especially when coordination of multiplefunding sources is required. This paper describes a spreadsheettemplate useful for cash flow management including the evalua-tion of supplemental financing strategies such as overdrafts andrevenue bonds to cover construction expenses. With the capabilityfor simple user interaction, extensive numerical calculations, easy simulation of different options, and numerous reportformats(including graphics),spreadsheets provide an excellentenvironment for financial planning.A spreadsheet templatedescribed in this paper provides a structure to easily and quicklyemploy these general capabilities;in many cases, only specificnumerical information on cash flows and financing optionsneeds to be entered for a particular application. \nCost controls and financing strategies during the constructionphase may have a profound effect on the ultimate cost andeffectiveness of capital projects.Short-term finance ofconstruction can be a major cost category to contractors andsuppliers, and these costs will be reflected in bid prices.Sudden work stoppage during construction dueto inadequatefunds can greatly increase costs. In essence, the timing ofpayments to the various parties in construction can mean thedifference between profitability and loss for contractors andcan greatly affect the financial planning of public agenciesinitiating the construction. Thus, improved management offinancing during construction willbe beneficialto all parties. \nIn this paper,a spreadsheet template useful to cash flowmanagement in a transit agency is described. The electronicspreadsheets designed for microcomputers provide thecapability for rapid user interaction in handling the extensivenumerical calculations related to financial planning.Thetemplate described in this paper allows consideration ofmultiple revenue sources and financing strategies, includingoverdraft financing and revenue bonds.Simulated experi-ments requiring what-if conditions can also be accommodated. \nBecause various participants in the facility constructionprocess have widely varying financial circumstances andincentives, the spreadsheet template must beflexible.Privateparticipants such as suppliers, engineers, and contractors are \nsubject to taxes and borrowing limits.Financial interestcharges and equipment depreciation result in tax deductionsfor these private participants.Because of differences in riskand financial circumstances, borrowing costs will vary amongthe different private and public participants.Understandingthese different influences is of great importance in assessingthe desirability of alternative financing mechanisms.Financ-ing from the contractor point of view has been developed inanother paper(1).This paper will focus on financing optionsfrom the public agency point of view.More detail oncalculations and appropriate strategies appears in a report onfinance during construction(2). \n## CASH FLOW CALCULATIONS\n\nRecently,more attention has been given in the literature tothe effects of financing costs on the economic feasibility ofconstructed facilities(3).The financing costs for constructionprojects greatly depend on the financing strategy employed \n(1).Thus,there is a need for a systematic procedure forevaluating the effects of various financing strategies on theproject cash flows.Spreadsheet templates are powerful toolsfor evaluating the alternative financing strategies that existfor both the construction contractor and contracting agency. \nFor an owner agency, cumulative
