It is not a required format, as Spotlight Civil Society Reference Groups (CS-RGs) can develop areport in a format that works best for them. Advocacy Scorecard Template was developed as a supporting tool for CS-RGs should they wish to use it. \nThe template contains space for reporting against each indicator in the monitoring framework-using either a chart/graph, or sentence. After you have completed the Data Compilation and Analysis Template, the graphs created there can be copied and pasted into this Scorecard where indicated ; blanks filled ; and explanations added. Any extra fields (indicators that a CS-RG is not reporting on) can simply be deleted. The indicator numbers provided in parentheses may also be deleted, as they may not create a continuous sequence (depending on which indicators a CS-RG is reporting on) . \nAdvocacy Scorecard Template \nSpotlight Monitoring Toolkit \nIn 2017 , the European Union (EU) and the United Nations (UN) announced the Spotlight Initiative (hereinafter “Spotlight”) , a €500 million investment to eliminate violence against women and girls (VAWG) . In response to recommendations from feminist and women’s rights movements, and in line with its principle of meaningful engagement, Spotlight established Civil Society Reference Groups (CS-RGs) at the national, regional and global levels to advise, monitor and hold Spotlight accountable to women, girls and intersectional feminist movements. \nThis scorecard is a result of the independent efforts of CS-RGs to monitor Spotlight processes and systems, with a focus on participation, funding mechanisms, disbursement and implementation, taking into account Spotlight’s response to activists’ integrated protection. It is a way to take stock of what is working well, and where Spotlight can do better in its efforts to be a model fund for eliminating violence against women, girls and LBTQI+1 communities. \nParticipation \nParticipation is a key principle of feminist funding and human rights-based programming. This section of the Scorecard examines how well Spotlight ensures meaningful participation of civil society, feminist activists and intersectional movements, as well as those structurally marginalized, such as LBTQI+ people, sex workers, women with disabilities, and young feminists among others, in its governance, decision making and programming. \n(Indicator \\#1) _ [ Number]_ Percent of Global Governing Body members are representatives from independent civil society organizations, particularly women’s rights, feminist and intersectional feminist movements. \n[copy and paste chart here] \n[optional: explanatory text about the chart] \n1 LBTQI+ refers to lesbian, bisexual, trans, queer, intersex and other ways in which people self-identify in relation to non-normative sexuality and gender identities, expressions and realities. \nAdvocacy Scorecard Template \nSpotlight Monitoring Toolkit \n(Indicator \\#2) _ [ Number]_ Percent of members of Spotlight’s national steering committee/ regional steering committee/ operational steering committee are self-identified women’s rights and intersectional feminist movement leaders. \n[copy and paste chart here; example:] \n[optional: explanatory text about the chart ; example: The Steering Committee in Country X has nine members, of which two are civil society representatives.] \n(Indicator \\#3b) _ [ Number]_ Percent of members of the country/regional/global CS-RG are self-identified women’s rights, intersectional and feminist movement leaders. \n[copy and paste chart here] \n[optional: explanatory text about the chart] \n[GLOBAL RG] \n(Indicator \\#3a) _ [ Number]_ CS-RGs at country, regional and global levels out of a total of examined are made up of a majority of leaders from con","cbCaiaFnbUhGNjO1","https://ap.wps.com/l/cbCaiaFnbUhGNjO1","pdf",722775,"English","# Spotlight Monitoring Toolkit\n## Advocacy Scorecard Template\n## Participation\n## Funding mechanisms","[{\"question\":\"What is the Advocacy Scorecard Template used for in the Spotlight Monitoring process?\",\"answer\":\"It is used to develop advocacy monitoring reports for Spotlight purposes.
